COVID-19 Update

Since Monday, there have been 108 new COVID-19 cases reported and 9,152 new tests completed. There are 44 people hospitalized and 9 in the ICU.

There have been 9 new deaths of community members between the ages of 36-94. We extend our sincere condolences to the family and loved ones of the 1,434 community members who have passed away throughout the pandemic. The R-effective for Ventura County is 0.65, meaning that the spread of COVID is likely decreasing.

Updated state masking guidance: In California, starting March 1, masks are no longer required for unvaccinated individuals, but strongly recommended for all individuals in most indoor settings. After March 11, in schools and child care facilities, masks will not be required but will be strongly recommended. Masks will still be required for everyone in high transmission settings like public transit, emergency shelters, health care settings, correctional facilities, homeless shelters and long-term care facilities. We have extraordinary people serving our Health Care Agency! Dr. Thomas Duncan is the Trauma Medical Director at the Ventura County Medical Center. He works alongside a team of highly trained nurses and technicians to care for people suffering life-threatening injuries. Their work is truly remarkable.

“In order to save lives on a minute-by-minute basis, it takes a well-groomed trauma center with skilled trauma teams. A fastidious trauma team is the equivalent of a successful sports team that has many important components to be triumphant. Trauma is no accident, and most traumatic situations are preventable. Spotlight on the Ventura County Medical Center

Today we are celebrating Felicity who is 4 years off treatment! We are so grateful to Dr. Francisco Bracho, Pediatric Hematologist/Oncologist and his team at the Ventura County Medical Center who treat young people like Felicity. We have such exceptional doctors and medical professionals touching the lives of children and families in our community every day. The Children’s Center for Cancer and Blood Diseases at VCMC is the only cancer treatment facility for children and adolescents in VC. Before this center opened, children in Ventura County had to travel to LA to receive specialized care.

“Black History Month means a lot to me but most importantly, it’s a time to reflect on the past in both appreciation and pride. It’s also a reminder to not take for granted the freedoms that I have today because they did not come without enormous struggle. I celebrate my culture by simply being proud to be a Black man in America and making sure not to forget those who gave up so much for me to live the life I live today.

This month is about legacy. It’s about paying respect to those trailblazers before us. It’s about using those stories of sacrifice as reason to make a difference today. It’s also about projecting the youth into a positive productive future. Black history isn’t solely in the past. Soon what we do today will be included in that history.

It makes a big impact when little kids the same race as myself, for minorities in general, see me in uniform. Knowing that just by seeing someone who looks like them drive a fire engine, can be all the motivation and reassurance that they too can do something like this might be one of the best rewards this career yields.”

(On Feb. 3), four County Agricultural Commissioners (CACs) announced a voluntary partnership with the California Department of Pesticide Regulation (DPR) to launch pilot projects to support DPR’s development of a statewide pesticide application notification system. The pilot projects will launch between February and July 2022 and will help inform the design and implementation of the state’s statewide notification system. The statewide system will provide more transparent and equitable access to information in advance of pesticide applications.

“The statewide notification system will complement existing pesticide laws and regulations that protect public health and the environment,” said DPR Director Julie Henderson. “The purpose of the notification system is to provide transparent and equitable access to information to enable the public to make informed decisions about actions they may take to protect their health. This voluntary partnership between County Agricultural Commissioners and DPR on pilot projects is an important step in the development of a statewide system. We look forward to feedback from community members, growers and commissioners on the pilots to inform the statewide system and improve community access to information.”

Due to markedly increasing COVID-19 cases and the resulting strain on the local health care system, Ventura County Public Health is reminding residents to avoid visiting the emergency room unless they need emergency medical care. Local hospitals are experiencing an increase in COVID-19 hospitalizations, as well as critical staff shortages due to the coronavirus, and are preserving their resources for patients who are seriously ill.

Ventura County Health Officer Dr. Robert Levin would like to remind residents that they should not be visiting the emergency department solely to get a COVID-19 test or for health matters that could be resolved through their primary care physician. “Emergency room visits should be reserved for those patients who have are feeling severely ill – for example, those who are short of breath – or who have serious concerns about their health and who require immediate emergency care”, said Levin. Ventura County residents who are experiencing COVID-19 symptoms, have mild illness or have not been exposed to someone who tested positive, should go to one of the many testing locations available in the county.

The City of Camarillo recently surveyed residents with questions about the Camarillo Airport operated by the County of Ventura Department of Airports. The results of the survey were presented at the January 12, 2021 Camarillo City Council meeting. “We really appreciate the community input about the airport. The County of Ventura is committed to working with the City and community members to seek a collective vision for the best use of the airport,” said County Executive Officer Mike Powers.

“I am pleased our Director of Airports was able to attend the Council meeting last night to hear the presentation of the survey results firsthand. While the County manages operations at Camarillo Airport, we continue to recognize the City of Camarillo as the host City and strive to partner with them in every way possible,” said Ventura County Supervisor Kelly Long. “As a Camarillo resident, I especially appreciate this partnership and the airport’s efforts to be a good neighbor when it comes to noise and overall operations.”

Approximately 62% of recent COVID-positive patients in local hospitals are admitted with COVID symptoms as the primary reason. There have been 7 additional deaths of a 38 year old male, 45 year old female, 46 year old female, 59 year old male, 71 year old male, 91 year old female, and a 75 year old male. The County of Ventura has the third-highest testing rate in central and southern California. The state will be sending National Guard medical personnel to assist with testing at the state sites due to staffing impacts. This will help to allow services to continue. They will be in uniform and will not be armed.

The County of Ventura will close its buildings to the public effective Wednesday, January 5, for a three-week period, as a precautionary measure to slow the spread of COVID-19. Services will continue to be available online at www.ventura.org and by appointment at 805-654-5000. The health conditions will be monitored, and a reopening date will be announced after the three-week period.

“Our County is committed to the continuity of all services while helping to protect community members and County employees. Services will continue as we temporarily modify operations. Community members are encouraged to take advantage of on-line services or schedule an appointment in advance,” said County Executive Officer Mike Powers. “I appreciate the dedicated service of our nearly 10,000 County employees as they continue to respond to the pandemic and carry-on essential services without delay. Aug. 24 — County of Ventura to Host Job and Career Fair

The County of Ventura Human Resources Department will host a Job and Career Fair on Wednesday, August 24, 2022, from 10:00 a.m. until 1:00 p.m.

The event and parking are free and open to the public. The Job and Career Fair will take place in the main courtyard of the Ventura County Government Center, between the Hall of Administration and the Hall of Justice.

Attendees will have the opportunity to learn about careers in administration and support, engineering, environmental protection, planning, agriculture, health care, law enforcement, public safety, public works, recreational services, technology, and much more.

On Wednesday, November 30, 2022, from 5:00 p.m. until 7:30 p.m., please join the Ventura County Taxpayers Foundation and the County of Ventura for the 2022 State of the County event. Doors open at 4:30 pm.

This FREE event will highlight the collective work that makes Ventura County one of the best places to live, work, and play. The evening will include a presentation and discussion about this year’s accomplishments, opportunities, and top priorities to address in the future.

Enjoy a presentation by keynote speaker County of Ventura Chief Executive Officer Dr. Sevet Johnson, followed by a panel discussion among community leaders on key issues facing our communities. Panelists include Ventura County Office of Education Superintendent Dr. César Morales, Casa Pacifica Centers for Children and Families Chief Executive Officer Shawna Morris, and Women’s Economic Ventures Chief Executive Officer Kathy Odell.

The event will be held on at the Ventura County Office of Education, located at 5100 Adolfo Road in Camarillo. The doors will open at 4:30 p.m. for registration and networking, with the presentation beginning at 5:30 p.m. The panel discussions will follow the presentation.

The event is free, but space to attend the in-person event is limited so advance registration is required.

On December 14, the County Board of Supervisors approved actions that support the creation of more than 235 units of new affordable, permanent supportive housing and transitional housing. “Homelessness and mental illness are our two most pressing social issues, and so I’m delighted that our last board meeting of 2021 capped a year of stepping up to provide shelter and affordable housing and services to these vulnerable populations,” said Chair of the Board Linda Parks.

The projects support those experiencing homelessness, at risk of becoming homeless, transition aged youth (age 18-24) and seniors. The Board also supported the expansion of Behavioral Health Mobile Crisis Care Units and the development of a Transitional Age Youth Rapid Response Team to provide mental health support services throughout the County.

“There is a critical need for housing in our communities. The Board action is a huge step in helping to fill that gap,” said County Executive Officer Mike Powers. “In addition to housing, these community members will have access to supportive services to help meet their needs.”

The Federal Emergency Management Agency (FEMA) ranks Ventura County fourth in the nation for securing funding for COVID-19 response. “The County took an aggressive approach in seeking FEMA reimbursement for the County’s $104 million in costs associated with our community-based testing and vaccine efforts in 2020. This approach was an administratively arduous task; however, the benefit was that it allowed our County to maximize the investment back into the community with more than $150 million in local assistance,” said County Executive Officer Mike Powers.

FEMA’s Public Assistance program provides grants to government following a presidential disaster declaration to quickly respond to and recover from major disasters or emergencies. The process to obtain grants is extensive.“It is outstanding. It really says something about our staff that they were able to do the extra work to make this happen. It certainly paid off for members of our community,” said Chair of the Board Supervisor Linda Parks.

The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. Pfizer Bio-NTech vaccine available for 5- to 11-year-olds in Ventura County

The Pfizer Bio-NTech vaccine has been approved for 5- to 11-year-olds and may be available in Ventura County beginning today. The California Department of Public Health’s vaccine appointment system, MyTurn.CA.gov, will be updated by tomorrow November 4, and that is when the Ventura County Public Health Department will begin offering the vaccine to this age group. Families are encouraged to contact their medical provider for information about the vaccine. “I welcome the authorization from the U.S. Food and Drug Administration, Centers for Disease Control and Prevention, Western States Scientific Safety Review Workgroup and California Department of Public Health of the COVID-19 vaccine for children of five years of age and older. This will protect our children and get us closer to our goal of herd immunity,” said Public Health Officer Doctor Robert Levin.

Following the Centers for Disease Control and the California Department of Public Health endorsements, eligible County of Ventura residents can begin receiving their booster doses at any sites offering the Pfizer vaccine. The Pfizer-BioNTech COVID-19 booster vaccine is recommended six months or later following the primary vaccination series for certain individuals.

People previously vaccinated with Pfizer BioNTech whoSHOULD receive a booster include:

Age 65 years and older;
Long term care residents; and
Age 50 through 64 years with underlying medical conditions or at increased risk of social inequities (including communities of color and others at risk of inequities).

The County of Ventura Board of Supervisors has unanimously supported more than $70 million in Business Assistance Grants for small businesses throughout the County of Ventura since the summer of 2020. The Board received a report at Tuesday’s Board of Supervisors meeting of the latest status and the impact those funds are having on local businesses. More than 7,000 businesses are in the final review to receive $10,000 in grant funding.

“In the midst of such difficult times it’s been extraordinary to stand up for our community and small businesses and allocate funds to address multiple health, social and economic impacts. I am grateful that the County’s strong financial position allows us to support our local economy through supportive programs like Business Assistance,” said Chair of the Board of Supervisors Linda Parks. “This funding has helped many small businesses keep their doors open.”

With wildfire season upon us, it is crucial to ensure Ventura County’s farmworkers are well informed and protected from the health impacts of wildfire smoke. The Air Pollution Control District (APCD) has partnered with the County of Ventura’s County Executive Office, the Ventura County Agricultural Commissioner’s Office, and the Central Coast Alliance United for a Sustainable Economy (CAUSE), a non-profit organization, to develop a first-of-its-kind text alert system that will alert farmworkers by region when wildfire smoke reaches dangerous levels.

“Over 40,000 farmworkers in Ventura County can now benefit from timely information to help protect themselves at their workplaces during wildfire events. Ventura County is committed to leading the way in protecting farmworkers and working towards a more resilient and healthy community,” said County Supervisor and Air Pollution Control District Board member Carmen Ramirez.

With cases of COVID-19 rising locally and increased circulation of the highly transmissible Delta variant, the County of Ventura Public Health Department strongly recommends that everyone, regardless of vaccination status, wear masks indoors in public places. This serves as an extra precautionary measure for those who are fully vaccinated and will further limit spread of the Delta variant in the community at large.

“The Delta variant is spreading quickly in our State. All community members should take action to protect themselves and others against this potentially deadly virus,” said County of Ventura Health Officer Doctor Robert Levin. “While vaccines remain our best tool against COVID-19, masking in indoor and crowded outdoor settings will help us curb the spread of this latest wave of infection. Ventura County data have recently shown that unvaccinated people are 22 times more likely to become infected and hospitalized than vaccinated residents. Several of our hospitalized people have been vaccinated and that is several too many.”

County Assessor Dan Goodwin announced the certification and delivery of Ventura County’s annual assessment roll to Auditor-Controller Jeff Burgh Monday, June 28, on time and includes adjustments for impacts of the pandemic.

“My office has been following the economic impact of the pandemic closely. Restricted access to workplaces and other virus-related effects have taken their financial toll on many business’s property values,” said Dan Goodwin, County Assessor. The office was proactive in reviewing these property declines on commercial and industrial properties and with documented support from these businesses determined the appropriate temporary declines in values. Most residential property did not suffer adverse market value conditions during 2020.

We are so grateful for staff and Disaster Service Workers at the Ventura County Medical Examiner’s Office (MEO) who support our community in the most difficult of times when losing loved ones.

As the Disaster Service Workers return to work, we hear from Gina Rae Hendrickson (pictured at the bottom left) who was deployed for five months at the MEO and fulfilling her public servant role. At the height of the pandemic, the Medical Examiner’s Office played a crucial role in supporting our community hospitals including St. John’s Regional Medical Center and Ventura County Medical Center. Gina Rae helped manage the huge influx of calls and helping families and community facilities manage the impact of the pandemic crisis in our community.

The County Executive Office presented a $2.55 billion balanced Preliminary Budget for FY 2021-2022 at Tuesday’s Board of Supervisors Meeting. “A balanced budget means that we can continue to provide critical core services such as health, social and safety services, street and road maintenance and enhance key areas of public health and mental health services with a continued commitment of services for individuals facing homelessness,” said County Executive Officer Mike Powers. “I appreciate the hard work of our Board of Supervisors and County team in the strategic management of public funds. This careful stewardship has resulted in strong reserves enabling the County to move quickly in response to the pandemic, such as feeding vulnerable older adults and housing those facing homelessness and testing. Gabriel Ramirez served as a Disaster Service Worker and is now returning entirely to his duties at the Public Works Agency as an Engineering Tech, where he focuses on research and development in the areas of geographic Information systems, computer programming, remote sensing, and video development.

He has been an important part of COVID-19 response including supervising a testing site at the start of the pandemic. As a videographer, Gabriel has also been helping to share important messages with our diverse community in Ventura County. He is pictured above filming Euclides del Moral, head of the Mexican Consulate in Oxnard, encouraging the community to get vaccinated.

We thank County Disaster Service Workers, like Gabriel, who have helped us get through the pandemic. We are so grateful for their service to our community.

“The pandemic impacted just about every part of our community and economy,” said County Executive Officer Mike Powers. “We budgeted and allocated funds in order to address multiple community health, social and economic impacts as well as basic needs.” The County’s COVID-19 Spending Plan encompasses costs incurred by the County from March 2020 through June 30, 2021. The County of Ventura will enter the least restrictive Yellow Tier in the State’s Blueprint for a Safer Economy at 12:01 am on Wednesday, June 2, 2021 after meeting the required metrics for the required two-week period. Today, the State has reported that Ventura County’s adjusted case rate remained in the yellow tier level by further improving from 1.5 new cases per 100,000 people to 1.2 new cases per 100,000. The overall test positivity rate remained at .7% and in health equity areas the test positivity rate dropped from 1.4% to 1.1%.

The Ventura County Area Agency on Aging’s (VCAAA) Robotic Pet Companion Program offers people experiencing isolation and loneliness a comforting pet companion that mirrors many of the behaviors of a real animal. Those who have received the pets say they’ve noticed a decrease in depression symptoms, an increase in happiness, and improved sleep.

The Ventura County Department of Airports would like to thank community members who participated in the public workshop that was recently conducted to kick off the Camarillo and Oxnard Airport Master Plan update. Based on the feedback received to date, the Department has decided to pause the Master Plan process for a period of approximately one year or more if needed to broaden community engagement.

The intent of the Airport Master Plan Update is to both share information and listen to community members to seek their input and vision for how the two County owned Airports should serve our local communities and region. The County hopes to have a shared understanding through broadened engagement, of the community’s concerns and interests in how the Airports are being planned and operated to best serve all in our communities.

County of Ventura likely to reach State’s Yellow least restrictive tier 12:01 am June 2

The County of Ventura has reached the threshold for the least restrictive yellow tier in the State’s Blueprint for a Safer Economy for the first week of the required two-week period. If the County continues to meet that threshold for one more week the County will be able to move to the Yellow Tier on June 2 at 12:01 am. Today, the State has reported that Ventura County’s adjusted case rate has dropped from 2.4 new cases per 100,000 people to 1.5 new cases per 100,000. The overall test positivity rate dropped from 1% to .7% and in health equity areas the test positivity rate dropped from 1.8% to 1.4%.

“This is especially great news for our business community. Expanded capacity will help impacted businesses as we head into the summer months. We appreciate the hard work of our community members in getting us to this point,” said County Executive Officer Mike Powers.

Message from Betsy:

I wanted to share a brief summary of being a Ventura County Disaster Service Worker (DSW), as you may not have had the opportunity to hear from the details on the front lines of our vaccination clinics. I will speak on behalf of the clinic I was asked to manage with Suzy Watkins. It is the Thousand Oaks Goebel Center clinic.

My summary of the experience is that most of our DSW’s (me included) had been teleworking for almost year prior to deployment. The isolation and all the uncertainty COVID created in our lives was strange and hard for everyone. Coming to work at the clinic, although rough at the beginning since we had not interacted that socially with others, was a weird transition and somewhat overwhelming. We all had so little in-person all day interaction for the 10 months prior. None of us knew anything about working in a clinic either, so we all had some mild anxiety starting out. Needing to interact with hundreds of members of our community each day and also with each other demanded a different store of energy and skill from each of us. Since the get go, we were incredibly aligned with the mission of getting our community vaccinated, our purpose was very clear and has been powerful. For the team, we needed to learn who each of us is, what makes us tick, and how can we become a team with such an interdisciplinary group of county DSW’s and travel nurses from all over our country.

We met Julio from Fillmore and Trini from Oxnard at the Children’s Center for Cancer and Blood Diseases at the Ventura County Medical Center where Julio was receiving cancer treatment. They encouraged our community to get vaccinated to “bring the world back to normalcy and make sure we’re all protected.” It was important to them especially because many kids and teens like Julio who have low immune systems are more protected when we are all vaccinated for COVID-19. Young people ages 12 through 15 are now eligible for the Pfizer COVID-19 vaccine in the County of Ventura and throughout the state of California. All county run sites that are offering Pfizer are now open to vaccinate children 12-17; minors should be accompanied by a parent, guardian, or responsible adult, and present a photo ID and verification of age.

This expanded eligibility comes after the Centers for Disease Control and Prevention’s (CDC) vaccine safety review panel and the Western States Scientific Safety Review Workgroup recommended on Wednesday that the vaccine is safe and effective in protecting this age group against severe illness, hospitalization, and death. On May 10, the U.S. Food and Drug Administration (FDA) amended the Pfizer vaccine’s Emergency Use Authorization to allow administration for 12- to 15-year-olds, following clinical trials that proved it safe for this age group with only non-serious side effects like fatigue and headache.

We met Jacob and his mom Heather Gibson today before he received his treatment at the Children’s Center for Cancer and Blood Disease at the Ventura County Medical Center. Jacob receives chemotherapy once a month to fight his Leukemia and is feeling healthy these days. Jacob and his mom both had COVID-19 last year and thankfully recovered.

Now they’re asking our community to get vaccinated to protect kids and teenagers like Jacob. Many who are treated for blood disease do not respond to the vaccines because their immune systems are low.

The County of Ventura has partnered with the Ventura County Community Foundation and Complete Reach Committee to launch a public outreach campaign to build community immunity. “The pandemic has shown the strength of our partnerships here in Ventura County. Those partnerships have been critical in moving us forward. Now, more than ever, working together we can build community immunity through outreach and education,” said County Executive Officer Mike Powers.

Grant funding is now available to Community Based Organizations (CBOs) to support outreach activities. Organizations are invited to submit a grant application at https://vaccinatevc.org/. Applications are due by Friday, May 7, 2021. The Ventura County Community Foundation (VCCF) in partnership with the County of Ventura, CBOs, businesses, local cities and individual grantees will expand vaccine education, awareness and outreach activities.

The Board of Supervisors on April 27 approved an additional $3.65 million in Federal Coronavirus Relief Funds to support the Farmworker Household Assistance Program (FHAP) bringing total support to more than $7.1 million to assist farmworkers and their families. This funding will provide financial aid of $1,000 to eligible households who were previously funded through this program and who still reside in the County.

“We appreciate the opportunity to provide assistance where it’s needed most. This program is important in supporting Farmworkers who are vital members of our community. This will help those who are struggling from the impacts of the pandemic and those who support us all through the agricultural products they provide throughout the year,” said County Executive Officer Mike Powers.

The Board of Supervisors on April 27 unanimously approved the concept of a 3rd Business Assistance Grant Program to provide $5,000 grants to recipients of the County’s first and second Business Assistance Grant Programs totaling $30,700,000 in additional assistance bringing the total amount to more than $60 million in grants for local businesses. Staff will return to the Board with a final program for approval.

“The coronavirus pandemic has created both a health and economic crisis. Local businesses have been subjected to shutdowns, reduced capacity, and health and safety protocols that have inflicted a significant financial burden,” said County Executive Officer Mike Powers. “The survival of our local businesses, the economy, and jobs they support is essential to the wellbeing of Ventura County. The County Board of Supervisors on April 27 voted unanimously to approve a Memorandum of Understanding between the County and the City of Oxnard detailing the conceptual framework for the development and operation of a permanent Homeless Solutions Center for people experiencing homelessness.

“We appreciate our partnership with the City of Oxnard and their leadership in addressing the needs of the unsheltered in our communities,” said County Executive Officer Michael Powers. “Homelessness can happen to anyone: a job loss, a medical condition, missing a rent payment, a costly car repair; any type of crisis. There are many ways in which someone can become homeless and only one way really to solve it. Homelessness ends when everyone has a home. Providing supportive services and housing helps those in need make it home.”

Leading Through Crisis with Mindfulness — Anna Kumor’s Journey

From the moment Anna Kumor started her career, she knew she wanted to help people. “It’s part of my DNA,” said Kumor. “[Helping people] was a part of how I was raised.” It’s no wonder she is the Ventura County Employee Assistance Program (EAP) Director, which provides counseling and mental health services to County employees and their family members. She and a team of licensed mental health professionals use their expertise to help County employees navigate work and personal relationships, as well as teach mindfulness techniques to help employees succeed. Kumor has brought nearly 10 years of clinical experience to her role at the County of Ventura, and after hoping to find an opportunity to work with public servants in particular, she landed in her leadership role as agency director of the Ventura County EAP.

Our hearts go out to George Floyd’s family and to the families and communities across our country who have experienced racial injustice and horrific violence. Today, justice was served. There cannot be healing without justice and there is still much work to do to create true justice that prevents senseless killings.

Today’s decision does not minimize the pain or solve issues of hate, but it can mark the beginning of community healing and real change across our nation. Police brutality cannot be tolerated. I appreciate our local partnership with law enforcement and the leadership of our Sheriff and District Attorney in their commitment to racial justice. This tragic incident underscores the need for law enforcement to continue to be a partner in the community. Now more than ever is a time to come together to listen, communicate and engage in order for us to move toward an equitable society. Assemblymember Jacqui Irwin flashes a smile after receiving her second dose today at the Rose Avenue Clinic in Oxnard! Leading by example for communities in California’s 44th Assembly District including the cities of Camarillo, Moorpark, Oxnard, Port Hueneme, Thousand Oaks, and Westlake Village.

Also a message from Carmen, a community member who also received a second dose today:

“I just got my second vaccine in Oxnard. I just wanted to say how amazing my experience was. The Porta potty‘s outside were really clean. I had to bring my children with me as I have no child care and everyone was so nice. From the security Guards to the person giving us the shot. Everything was clean and everyone working there was warm and welcoming! Not sure who I could tell about it but I thought here would be best.”
