Since Tuesday, July 26, there have been 1,751 new COVID-19 cases reported and 17,959 new tests completed. There are 73 people hospitalized and 10 in the ICU. There have been 6 new deaths of a 62 year old male, 62 year old male, 74 year old male, an 80 year old female, 90 year old female, and a 95 year old female. Congratulations to Westminster Free Clinic’s student volunteers for completing over one year of service! The Board of Supervisors recognized the students’ accomplishments at this morning’s meeting. More than 200 high school students participate in WFC’s rigorous two-year program that builds excellent job skills in the health care profession by assisting volunteer medical professionals in the delivery of primary health services to over 12,000 low-income uninsured residents annually.

Meet Deputy Nan Jiang, who works for the Ventura County Sheriff’s Office at the Camarillo Station. Deputy Jiang has worked as a firefighter, paramedic, and now a Sheriff’s deputy. He was born in Beijing, China and immigrated to the United States with his parents when he was 13 years old.

It was a wonderful Saturday morning! Supervisor Linda Parks, Supervisor Carmen Ramirez, Interim County Executive Officer Sevet Johnson and many members of our County family joined community members at the 17th annual National Alliance on Mental Illness (NAMI) walk in Port Hueneme to support individuals with mental illness and their families. NAMI is dedicated to building better lives for the millions of Americans affected by mental illness.
Our Emergency Medical Services team is unlike any other! Especially during the pandemic, they have risen to the challenge and balanced continued COVID-19 response with everyday emergencies. Last week, the Board of Supervisors presented a resolution celebrating National EMS Week to recognize first responders, emergency medical technicians, paramedics, emergency medical dispatchers, administrators, emergency nurses and physicians, and trained members of the public. (On May 2), the Consulate of Mexico in Oxnard and the County of Ventura Human Service Agency’s Farmworker Resource Program inaugurated a new Integral Service Window for Origin and Indigenous Peoples of Mexico Abroad, titled VAIPOIME in Spanish. The new service window will connect farmworkers of indigenous origins to information and resources about labor laws, resolutions to workplace issues, and services provided by the Mexican government to their communities abroad. Services will be available in English, Spanish, Mixteco and Zapoteco. This is only the third VAIPOIME in the nation and the first in collaboration with a government agency.
This morning, Congresswoman Julia Brownley presented the County of Ventura’s Harbor Director Michael Tripp with a check for $15 million for the bi-annual maintenance dredging of the Channel Islands Harbor. This critical funding will meet the dredging needs at the harbor, which is essential to keeping the harbor open for industries that drive our local economy, including fisheries and tourism. These funds will also help to replenish local beaches and address coastal erosion at the Naval Base.

Spotlight on the Ventura County Medical Center
Today we are celebrating Felicity who is 4 years off treatment! We are so grateful to Dr. Francisco Bracho, Pediatric Hematologist/Oncologist and his team at the Ventura County Medical Center who treat young people like Felicity. We have such exceptional doctors and medical professionals touching the lives of children and families in our community every day. The Children’s Center for Cancer and Blood Diseases at VCMC is the only cancer treatment facility for children and adolescents in VC. Before this center opened, children in Ventura County had to travel to LA to receive specialized care.
As of today Feb. 16, Ventura County’s indoor mask mandate is lifted. Masks are required indoors for people who are unvaccinated per the state order and are strongly recommended for all. Starting this Wednesday, vaccinated Californians will no longer be required to wear masks in public places, but the mask mandate will remain in effect for K-12 schools for at least two more weeks. Today, the state set February 28 as the date to consider lifting the mask requirement at schools. Dr. Mark Ghaly, Secretary of the California Health & Human Services Agency, made the announcement today, saying that additional time is needed to evaluate the latest data about the spread of COVID-19.

As if we didn’t already have enough controversy around masking mandates in California.
Several days ago, Governor Newsom, along with Los Angeles and San Francisco mayors Eric Garcetti and London Breed, respectively, attended the National Football Conference Championship Game at the SoFi Stadium in Inglewood. The problem that erupted shortly thereafter was the result of images of the governor appearing maskless at a mega-indoor event. These are precisely the types of gatherings that public health officials seriously warn us about attending. The governor’s pretext was that he had “removed the mask for a brief period,” but that excuse was widely dismissed as insultingly disingenuous.
In an effort to increase vaccination rates across Ventura County among its members, Gold Coast Health Plan (GCHP), Ventura County’s Medi-Cal plan, is offering eligible members a $50 gift card when they receive their first COVID-19 vaccination.
According to the Centers for Disease Control and Prevention (CDC), the COVID-19 vaccines are safe and effective, and help protect adults and children ages five years and older from getting sick or severely ill with COVID-19. More than 68 million Californians already have received their first COVID-19 vaccination.

The Ventura County Area Agency on Aging’s Senior Nutrition Garden continues to flourish! 17,907 pounds of fresh, organic produce harvested from July to December last year! Cases included in our COVID updates are from tests that may have been taken before the last update. The tests are processed and then reported to Public Health which usually takes a few days or weeks.

Due to markedly increasing COVID-19 cases and the resulting strain on the local health care system, Ventura County Public Health is reminding residents to avoid visiting the emergency room unless they need emergency medical care. Local hospitals are experiencing an increase in COVID-19 hospitalizations, as well as critical staff shortages due to the coronavirus, and are preserving their resources for patients who are seriously ill.
Ventura County Health Officer Dr. Robert Levin would like to remind residents that they should not be visiting the emergency department solely to get a COVID-19 test or for health matters that could be resolved through their primary care physician. “Emergency room visits should be reserved for those patients who have are feeling severely ill – for example, those who are short of breath – or who have serious concerns about their health and who require immediate emergency care”, said Levin. Ventura County residents who are experiencing COVID-19 symptoms, have mild illness or have not been exposed to someone who tested positive, should go to one of the many testing locations available in the county.
The State of California completed delivery of 514,562 N95 masks to the Ventura County Office of Education in Camarillo today. The masks will be distributed to Ventura County public and private K-12 schools for voluntary use by students and staff. Each school and district will develop its own procedure for making the masks available.
N95 masks fit snugly to the face and provide a higher level of protection from the coronavirus than the more common surgical masks. The CDC says N95 masks filter out at least 95% of airborne particles.
Since Monday there have been 32,419 new tests completed and 2,838 new COVID-19 cases reported. There are 282 people hospitalized and 36 in the ICU. Approximately 62% of recent COVID-positive patients in local hospitals are admitted with COVID symptoms as the primary reason. There have been 7 additional deaths of a 38 year old male, 45 year old female, 46 year old female, 59 year old male, 71 year old male, 91 year old female, and a 75 year old male. The County of Ventura has the third-highest testing rate in central and southern California. The state will be sending National Guard medical personnel to assist with testing at the state sites due to staffing impacts. This will help to allow services to continue. They will be in uniform and will not be armed.

To protect the health of students and employees within the Ventura County Community College District and to help mitigate the surge in the county’s COVID-19 cases, Ventura County’s community colleges will start the Spring 2022 semester primarily online beginning Jan. 10. Spring classes at Moorpark, Oxnard and Ventura colleges and Ventura College East Campus will be mainly remote for a limited time with exceptions for classes requiring in-person instruction. Scheduled in-person class sessions will be reinstated following a reduction in COVID-19 infections and hospitalizations.
“The health and safety of our students and employees has been paramount in operations throughout the COVID-19 pandemic. We made the current decision to help reduce transmission and support ongoing public health efforts. We know we must be flexible in our planning as we approach the start of the Spring semester. Remote instruction will contribute to reducing employee and student absences as we help students attain their educational goals,” said Chancellor Greg Gillespie.

As Ventura County students prepare to return from winter break amid increasing COVID-19 cases in the community, local school leaders are taking all possible steps to ensure the safety of students and employees
While some colleges and universities have announced plans to revert to distance learning temporarily, this is not an option for Pre-K-12 schools. The State of California does not currently permit Pre-K-12 schools to offer distance learning and expects all schools to keep their doors open for in-person instruction. Schools do provide an independent study option that allows students to learn from home. But unlike distance learning, it must be requested individually by families and is not intended to serve large numbers of students.
“The Ventura County Office of Education is continuing to work closely with Ventura County Public Health and our local school districts to ensure the safety of students and staff,” said Dr. César Morales, Ventura County Superintendent of Schools. “A major effort is underway to expand optional COVID-19 testing for students so we can reduce the chances of the virus spreading at school. Many school districts have been working diligently during the winter break to distribute home test kits to families, and we expect a greater supply of kits to be available soon.” Free testing is also available at locations throughout Ventura County.
The County of Ventura will close its buildings to the public effective Wednesday, January 5, for a three-week period, as a precautionary measure to slow the spread of COVID-19. Services will continue to be available online at www.ventura.org and by appointment at 805-654-5000. The health conditions will be monitored, and a reopening date will be announced after the three-week period.
“Our County is committed to the continuity of all services while helping to protect community members and County employees. Services will continue as we temporarily modify operations. Community members are encouraged to take advantage of on-line services or schedule an appointment in advance,” said County Executive Officer Mike Powers. “I appreciate the dedicated service of our nearly 10,000 County employees as they continue to respond to the pandemic and carry-on essential services without delay. I also appreciate our community members as we work together to move forward.”

The Federal Emergency Management Agency (FEMA) ranks Ventura County fourth in the nation for securing funding for COVID-19 response. “The County took an aggressive approach in seeking FEMA reimbursement for the County’s $104 million in costs associated with our community-based testing and vaccine efforts in 2020. This approach was an administratively arduous task; however, the benefit was that it allowed our County to maximize the investment back into the community with more than $150 million in local assistance,” said County Executive Officer Mike Powers.
FEMA’s Public Assistance program provides grants to government following a presidential disaster declaration to quickly respond to and recover from major disasters or emergencies. The process to obtain grants is extensive.“It is outstanding. It really says something about our staff that they were able to do the extra work to make this happen. It certainly paid off for members of our community,” said Chair of the Board Supervisor Linda Parks.

The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. Pfizer Bio-NTech vaccine available for 5- to 11-year-olds in Ventura County
The Pfizer Bio-NTech vaccine has been approved for 5- to 11-year-olds and may be available in Ventura County beginning today. The California Department of Public Health’s vaccine appointment system, MyTurn.CA.gov, will be updated by tomorrow November 4, and that is when the Ventura County Public Health Department will begin offering the vaccine to this age group. Families are encouraged to contact their medical provider for information about the vaccine. “I welcome the authorization from the U.S. Food and Drug Administration, Centers for Disease Control and Prevention, Western States Scientific Safety Review Workgroup and California Department of Public Health of the COVID-19 vaccine for children of five years of age and older. This will protect our children and get us closer to our goal of herd immunity,” said Public Health Officer Doctor Robert Levin.

Following the Centers for Disease Control and the California Department of Public Health endorsements, eligible County of Ventura residents can begin receiving their booster doses at any sites offering the Pfizer vaccine. The Pfizer-BioNTech COVID-19 booster vaccine is recommended six months or later following the primary vaccination series for certain individuals.

After thorough discussion and research, the Ventura County Community College District Board of Trustees unanimously approved the policy COVID-19 Vaccine Requirement for Employees and Students at its Aug. 10 meeting. The policy requires that everyone who accesses in-person, on-site campus/District programs or who participates in off-site District/college services in person will be required to be vaccinated against COVID-19. The goal is to protect the health and well-being of students, faculty, staff, administrators and the communities VCCCD serves, as well as maintain higher education access and attainment for the District’s approximately 31,000 students.
Effective Oct. 15, the mandate allows time for unvaccinated employees, students and the public to complete two-dose vaccines. The mandate recommends immediate implementation with the vaccines the Food and Drug Administration approved under Emergency Use Authorization, including those from Pfizer-BioNTech, Moderna and Janssen (Johnson & Johnson).
Dr. César Morales, Ventura County Superintendent of Schools, (on Aug. 11) applauded a new move by the State of California to require all school employees to be vaccinated against COVID-19 or undergo weekly testing. “With the continuing spread of the highly contagious Delta variant, this is a commonsense step that will help ensure the safety of students and employees as schools reopen for the new year,” said Dr. Morales. “Most school employees are already vaccinated, and I’m confident others will now follow suit.”
Due to the current surge, Ventura County Public Health (VCPH) is urging all Ventura County residents that are eligible but have not yet been fully vaccinated to get vaccinated as soon as possible. In alignment with state and federal health authorities, VCPH officials also continue to strongly recommend mask wearing indoors in public places regardless of vaccination status. While Ventura County continues to be aligned with the California Department of Public Health (CDPH) and the Center for Disease Control and Prevention (CDC) guidance on masking, which recommends that everyone regardless of vaccination status wear masks indoors, and that requires those that are not fully vaccinated to mask indoors, officials are closely monitoring the current surge in case additional mitigation measures are needed.

There are 116 people hospitalized, 23 in the ICU. 5 additional deaths of a 60 year old male, 69 year old female, 68 year old female, 95 year old male, and a 75 year old male. At a special Santa Barbara City College Board of Trustees meeting held on August 5, 2021, the Board passed Resolution No. 1 COVID-19 Immunization. The resolution requires that on Oct. 1, 2021, or upon issuance of final FDA approval for at least one COVID-19 vaccine – whichever comes earlier – all students and employees and members of the public must provide valid documentation of “full” COVID-19 vaccination (as defined by the U.S. Center for Disease Control) to SBCC as a condition of (a) entering an SBCC campus building, (b) attending an in-person SBCC class, or (c) using a service located off-campus for obtaining an approved exemption based on medical, disability, religious grounds, or a deferral based on pregnancy.

With cases of COVID-19 rising locally and increased circulation of the highly transmissible Delta variant, the County of Ventura Public Health Department strongly recommends that everyone, regardless of vaccination status, wear masks indoors in public places. This serves as an extra precautionary measure for those who are fully vaccinated and will further limit spread of the Delta variant in the community at large.
“The Delta variant is spreading quickly in our State. All community members should take action to protect themselves and others against this potentially deadly virus,” said County of Ventura Health Officer Doctor Robert Levin. “While vaccines remain our best tool against COVID-19, masking in indoor and crowded outdoor settings will help us curb the spread of this latest wave of infection. Ventura County data have recently shown that unvaccinated people are 22 times more likely to become infected and hospitalized than vaccinated residents. Several of our hospitalized people have been vaccinated and that is several too many.”
“At first I wasn’t for it but then I talked to the nurse on site at the vaccination clinic and she answered some of my questions and I felt more comfortable getting vaccinated. I work with kids at the Boys and Girls Club and I’m glad that now I’m protected and so are they.” Amri Cardenas, 24, from Fillmore got vaccinated this week at the mobile vaccination clinic at the Boys & Girls Club of Fillmore. We are so grateful for staff and Disaster Service Workers at the Ventura County Medical Examiner’s Office (MEO) who support our community in the most difficult of times when losing loved ones.
As the Disaster Service Workers return to work, we hear from Gina Rae Hendrickson (pictured at the bottom left) who was deployed for five months at the MEO and fulfilling her public servant role. At the height of the pandemic, the Medical Examiner’s Office played a crucial role in supporting our community hospitals including St. John’s Regional Medical Center and Ventura County Medical Center. Gina Rae helped manage the huge influx of calls and helping families and community facilities manage the impact of the pandemic crisis in our community.
City facilities reopened to the public on June 15, 2021 for in-person services during regular hours of operation. When visiting City buildings, community members must wear a mask and follow social distancing protocols. Masks will be available for visitors.

Gabriel Ramirez served as a Disaster Service Worker and is now returning entirely to his duties at the Public Works Agency as an Engineering Tech, where he focuses on research and development in the areas of geographic Information systems, computer programming, remote sensing, and video development.
He has been an important part of COVID-19 response including supervising a testing site at the start of the pandemic. As a videographer, Gabriel has also been helping to share important messages with our diverse community in Ventura County. He is pictured above filming Euclides del Moral, head of the Mexican Consulate in Oxnard, encouraging the community to get vaccinated.
We thank County Disaster Service Workers, like Gabriel, who have helped us get through the pandemic. We are so grateful for their service to our community.
“The pandemic impacted just about every part of our community and economy,” said County Executive Officer Mike Powers. “We budgeted and allocated funds in order to address multiple community health, social and economic impacts as well as basic needs.” The County’s COVID-19 Spending Plan encompasses costs incurred by the County from March 2020 through June 30, 2021. The plan is comprised of actual costs to-date and estimated costs through the end of June 2021 reported out now as the County reaches the end of the fiscal year.

Like all Disaster Service Workers (DSWs), she paused her regular work in Training and Development to respond to the pandemic. The County of Ventura will enter the least restrictive Yellow Tier in the State’s Blueprint for a Safer Economy at 12:01 am on Wednesday, June 2, 2021 after meeting the required metrics for the required two-week period. Today, the State has reported that Ventura County’s adjusted case rate remained in the yellow tier level by further improving from 1.5 new cases per 100,000 people to 1.2 new cases per 100,000. The overall test positivity rate remained at .7% and in health equity areas the test positivity rate dropped from 1.4% to 1.1%.

The Ventura County Area Agency on Aging’s (VCAAA) Robotic Pet Companion Program offers people experiencing isolation and loneliness a comforting pet companion that mirrors many of the behaviors of a real animal. Those who have received the pets say they’ve noticed a decrease in depression symptoms, an increase in happiness, and improved sleep.

The County of Ventura has reached the threshold for the least restrictive yellow tier in the State’s Blueprint for a Safer Economy for the first week of the required two-week period. If the County continues to meet that threshold for one more week the County will be able to move to the Yellow Tier on June 2 at 12:01 am. Today, the State has reported that Ventura County’s adjusted case rate has dropped from 2.4 new cases per 100,000 people to 1.5 new cases per 100,000. The overall test positivity rate dropped from 1% to .7% and in health equity areas the test positivity rate dropped from 1.8% to 1.4%.
“This is especially great news for our business community. Expanded capacity will help impacted businesses as we head into the summer months. We appreciate the hard work of our community members in getting us to this point,” said County Executive Officer Mike Powers.

Message from Betsy:
I wanted to share a brief summary of being a Ventura County Disaster Service Worker (DSW), as you may not have had the opportunity to hear from the details on the front lines of our vaccination clinics. I will speak on behalf of the clinic I was asked to manage with Suzy Watkins. It is the Thousand Oaks Goebel Center clinic.
My summary of the experience is that most of our DSW’s (me included) had been teleworking for almost year prior to deployment. The isolation and all the uncertainty COVID created in our lives was strange and hard for everyone. Coming to work at the clinic, although rough at the beginning since we had not interacted that socially with others, was a weird transition and somewhat overwhelming. We all had so little in-person all day interaction for the 10 months prior. None of us knew anything about working in a clinic either, so we all had some mild anxiety starting out. Needing to interact with hundreds of members of our community each day and also with each other demanded a different store of energy and skill from each of us. Since the get go, we were incredibly aligned with the mission of getting our community vaccinated, our purpose was very clear and has been powerful. For the team, we needed to learn who each of us is, what makes us tick, and how can we become a team with such an interdisciplinary group of county DSW’s and travel nurses from all over our country.

We met Julio from Fillmore and Trini from Oxnard at the Children’s Center for Cancer and Blood Diseases at the Ventura County Medical Center where Julio was receiving cancer treatment. They encouraged our community to get vaccinated to “bring the world back to normalcy and make sure we’re all protected.” It was important to them especially because many kids and teens like Julio who have low immune systems are more protected when we are all vaccinated for COVID-19. Thank you, Julio and Trini for sharing your story.
Young people ages 12 through 15 are now eligible for the Pfizer COVID-19 vaccine in the County of Ventura and throughout the state of California. All county run sites that are offering Pfizer are now open to vaccinate children 12-17; minors should be accompanied by a parent, guardian, or responsible adult, and present a photo ID and verification of age.
This expanded eligibility comes after the Centers for Disease Control and Prevention’s (CDC) vaccine safety review panel and the Western States Scientific Safety Review Workgroup recommended on Wednesday that the vaccine is safe and effective in protecting this age group against severe illness, hospitalization, and death. On May 10, the U.S. Food and Drug Administration (FDA) amended the Pfizer vaccine’s Emergency Use Authorization to allow administration for 12- to 15-year-olds, following clinical trials that proved it safe for this age group with only non-serious side effects like fatigue and headache.

We met Jacob and his mom Heather Gibson today before he received his treatment at the Children’s Center for Cancer and Blood Disease at the Ventura County Medical Center. Jacob receives chemotherapy once a month to fight his Leukemia and is feeling healthy these days. Jacob and his mom both had COVID-19 last year and thankfully recovered.
Now they’re asking our community to get vaccinated to protect kids and teenagers like Jacob. Many who are treated for blood disease do not respond to the vaccines because their immune systems are low.

Listos California, en asociación con la Liga de Ciudadanos Latinoamericanos Unidos (LULAC) y la Fundación Nacional Hispana para las Artes (NHFA), produce la serie de conversación en línea “InformaGente” para fomentar una cultura de preparación para emergencias entre las comunidades latinas.
The County of Ventura has partnered with the Ventura County Community Foundation and Complete Reach Committee to launch a public outreach campaign to build community immunity. “The pandemic has shown the strength of our partnerships here in Ventura County. Those partnerships have been critical in moving us forward. Now, more than ever, working together we can build community immunity through outreach and education,” said County Executive Officer Mike Powers.
Grant funding is now available to Community Based Organizations (CBOs) to support outreach activities. Organizations are invited to submit a grant application at https://vaccinatevc.org/. Applications are due by Friday, May 7, 2021. The Ventura County Community Foundation (VCCF) in partnership with the County of Ventura, CBOs, businesses, local cities and individual grantees will expand vaccine education, awareness and outreach activities.
