The Cabrillo Economic Development Corporation (CabrilloEDC) and the Port of Hueneme hosted a food distribution on June 11. The event was hosted at Villa Cesar Chavez apartments that include 51 spacious apartments that house eligible low-income farmworker families.
Cabrillo EDC staff, resident volunteers and the Port came together to sort and distribute groceries tohelp local residents facing food insecurities. According to a 2020 California Association of Foodbanks report, food insecurity in California spiked to unprecedented levels statewide with more than 25% of California households experiencing food insecurity – about 10 million people, and 2.5 times higher than before COVID-19.
“Over the past two years, our residents have come together to support each other through thepandemic,” CEDC Board Member Cesar Hernandez stated. “Our Cabrillo communities are like family; they help each other and ensure the community as a whole is thriving. We are grateful for our community partners and collaboration of the Port of Hueneme allowing us to reach more families.”

The pandemic experience has been a challenge that affected everyone of us, in so many facets. We take this moment to acknowledge both its global, far reaching effects, as well as the very personal impact it has made on our lives.
Since Tuesday, May 3rd, 780 new COVID-19 cases have been reported and 20,474 new tests completed. There are 15 people hospitalized and 3 in the ICU.
There have been 6 new deaths of a 55 year old female, 63 year old male, 66 year old male, 71 year old female, 75 year old female, and a 94 year old female. We extend our sincere condolences to the family and loved ones of the community members who have passed away.
The R-effective for Ventura County is 1.13, which means that the spread of COVID is likely increasing. The R-effective for California is 1.04.
With the uptick in COVID-19 cases in CA, it’s important to take steps to protect yourself. Community members at higher risk of severe illness are encouraged to take additional precautions.

Spring has sprung in Santa Barbara County: strawberries are at their peak and the abundance of asparagus, peas, artichokes, garlic, freshly dug potatoes, and tender greens of all kinds are hard to miss at farmers’ markets, farm stands, and local food retailers. Ridgeback shrimp and Spot prawns have joined the year-round offerings of live red abalone, sea urchin, oysters, kelp, and fish available from the nutrient-rich waters of the Santa Barbara Channel. Lamb and other recently born grazers can be found dotting the hillsides alongside their parents, protecting our region against impending wildfires and providing quality protein and fiber for our community.
Hospice of Santa Barbara (HSB) and Mi Vida, Mi Voz (MVMV) have launched a new advance care planning initiative for both English and Spanish speakers in Santa Barbara County. Advance Care Planning is a way for people of all ages to prepare for their end of life medical wishes. An Advance Directive assists individuals in making decisions about the types of healthcare they wish to receive in the case they become very sick or injured and are not able to speak for themselves. Additionally, it allows them to select a person to make healthcare decisions in the case they are unable to make them themselves. Everyone, 18 years or older should have a completed document regardless of health condition.
April may have been a “taxing” month for all of us, but the bright side of that is realizing the investment of those resources can produce good things, that are most important and critical to meeting our communities’ common concerns and needs. Such is the case for the federal Low Income Housing Tax Credit program. It’s a tried and true system that, although not perfect nor simple, has continuously produced high quality permanently affordable housing to lower-income earning households all across the nation, including here on the Central Coast. Originating from the 1986 Reagan Tax Reform Act, it has had substantive bipartisan support since then, through numerous pendulum power swinging election cycles and shifts. Success has in part been attributed to the public-private partnership nature of the program, that provides affordable housing financing. It starts with a tax credit allocation made available to each state each year, based on their population at a per capita rate. For 2022 that rate is set at an allocation of $2.35 per person.

Earlier this week, 42 representatives from over 30 local nonprofit and healthcare organizations met via ZOOM to discuss how they can work together to respond to the extreme needs caregivers in Santa Barbara County experience.
By joining forces to help unpaid family caregivers self-identify and find supportive services, the Caring Together Santa Barbara County collaboration reminds residents that they are not alone in their caregiving efforts. There is a network of organizations to support them and the needs of their loved ones.

As many cities throughout California struggle to address the State’s $160 billion total unfunded pension liability that accrued prior to the 2013 California Public Employees’ Pension Reform Act (PEPRA), the City of Oxnard is proactively considering issuing a Pension Obligation Bond (POB) to tackle its portion.

Kaiser Permanente has launched an employee and physician giving campaign to help with the urgent Ukrainian refugee crisis for physicians and employees who wish to personally support organizations helping with the relief effort, providing refugees with food, shelter, warm clothing, medical care, and supplies. Employees and physicians can choose to support these efforts by donating to any of 3 organizations selected by Kaiser Permanente, and the nonprofit integrated health care organization will match individual donations dollar for dollar, up to a total of $200,000.
The program was announced March 1, and in less than 2 days employees and physicians donated more than $200,000 in relief funds, ensuring the organization will contribute at least $400,000 for Ukraine relief.

Updated state masking guidance: In California, starting March 1, masks are no longer required for unvaccinated individuals, but strongly recommended for all individuals in most indoor settings. After March 11, in schools and child care facilities, masks will not be required but will be strongly recommended. Masks will still be required for everyone in high transmission settings like public transit, emergency shelters, health care settings, correctional facilities, homeless shelters and long-term care facilities. Our Executive Director, Heidi Holly was interviewed (Feb. 28), as well as Caregiver Marlene, discussing the positive impact Friendship Center has made for her husband and member, John, as well as herself. Winter is fleeting, as it often is in California and throughout our coastal county. Santa Barbara County’s unique micro-climates allow for so much to be produced here this time of year while other parts of the country struggle to get the bare necessities to take root: winter crops such as celery root, beets, hard squash, bok choy, collards, cilantro, and citrus abound. As lobster season comes to a close, fishermen are reeling in halibut, seabass, and dozens of varieties of cod and rockfish. Soon ranchers will bring lamb to the market, a sign that spring is just around the corner.

In response to our nation’s mental health crisis, Family Service Agency (FSA), Mental Wellness Center (MWC), and Youthwell have secured funding that will continue to bring Youth Mental Health First Aid (YMHFA) trainings to Santa Barbara County. In the next five years, the coalition expects to train 2,800 adults to recognize the signs and symptoms of mental health challenges in youth, provide initial response, and safely connect youth with appropriate services. The funding also includes training 2,000 high school students to recognize and respond to the signs of mental health issues in their peers.
Virtual YMHFA classes start this February and are offered at no cost to Santa Barbara County adults thanks to funding from the Substance Abuse and Mental Health Services Administration.
Hospice of Santa Barbara (HSB) welcomes Dana VanderMey as the new Chair of its Board of Directors along with the announcement of two additional new board officers. The two new board officers are Dianne Travis Teague as Vice Chair and Eryn Shugart as Secretary. Sam McCabe has also been re-elected as Treasurer.

With the final deadline for the current open-enrollment period quickly approaching on Jan. 31, Covered California announced that 1,744,000 people have signed up for coverage, which is a new record high for the start of a coverage year (see Figure 1: Covered California Plan Selections to Start a Coverage Year). The total represents an increase of more than 350,000 people compared to the start of 2020, as Covered California has used the increased financial help from the American Rescue Plan to expand coverage and meet the needs of people affected by the COVID-19 pandemic.
“The pandemic has highlighted the importance of having quality coverage, and with a surge of COVID-19 infections across the state, now is the time to make sure you have health insurance,” said Peter V. Lee, executive director of Covered California.
“We want to encourage anyone who is currently going without health care coverage to check out their options and sign up so they can be covered in 2022.”
