OXNARD — A significant study commissioned by the Oxnard City Council and conducted by the UCLA Chicano Studies Research Center (CSRC) that highlights the challenges and barriers facing young adults in Oxnard will be presented to the City Council during a special meeting on Tuesday, Oct. 8, 2024, from 6 – 8 p.m.
Utilizing federal funding from the American Rescue Plan, the City Council commissioned the UCLA CSRC to study the widening gap that was exacerbated by the pandemic between high- and low-income families, and the impacts to young people from lower-income and working-class backgrounds. Led by the UCLA CSRC Director, Professor Veronica Terriquez, the research draws on extensive data from the 2023–24 Thriving Youth Study (TYS), a youth-led initiative involving over 3,000 local residents aged 18 to 34.
Although we are sometimes wisely counselled that it’s the journey that matters, not the destination, the start of football season gives those of us in the real estate development world a seasonal reminder that it’s getting it across the line that actually counts.
Some might argue that the metaphoric line is when the final piece of funding needed for the purchase of the land is secured, for others it might be the end of a protracted approvals and entitlements process. Our events team might say its when we together snap the classic “We did it!” ribbon cutting photo at the grand opening.
But there is a quieter, though no less celebrated moment, especially for the fortunate people involved, and that’s when we can take the next name off the wait list.

OXNARD — OPAC (Oxnard Performing Arts Center Corporation) is excited to announce its annual Día de los Muertos Celebration, a two-part event that will culminate on Saturday, Nov. 2, 2024, from 4-9 pm at the Oxnard Performing Arts & Convention Center. Admission is free and open to the public.
This year, the celebration extends with a month-long Día de los Muertos Community Altar at The Collection at RiverPark in Oxnard, running from October 1 – November 2, 2024. This vibrant display titled “Recuérdame” (Remember Me) is hosted in partnership with The Collection and will be located between Lazy Dog and the Cheesecake Factory. The community is invited to honor their loved ones by participating in a heartfelt tribute to those who have passed.
SANTA BARBARA COUNTY — A free, voluntary Central Coast Drinking Water Well Testing Program which is now available in Santa Barbara County, according to the Central Coast Regional Water Quality Control Board.
The purpose of this program is to provide those who get their drinking water from a private well or small water system (14 connections or less) with information regarding the quality of their drinking water. Private wells and small water systems are unregulated, therefore it is the responsibility of those who own and/or use the well to test the quality of the well water.
“We’re so thankful to our community for stepping up for local educators,” said Brianna Johnson, a realtor for Village Properties and supplies drive committee co-chair. “These funds will help us continue our mission of supporting Santa Barbara teachers with much needed educational items to help students thrive.”
Medicare Open Enrollment begins on October 15 and runs through December 7. HICAP provides free, unbiased Medicare counseling to the public.
In October, November, and December, HICAP counselors — who are registered with the California Department of Aging — will be all around the county, hosting 35 One-Stops to provide individual counseling sessions, as well as 13 “2025 Medicare Changes” presentations.
Hello friends of VMF and music-lovers! As I come to the end of my first year with the festival, I’m reflecting on this past 29th season with gratitude. From the foot-stomping bluegrass of Michael Cleveland to the smooth sounds of Anderson & Roe, this year was something truly special: a “first” for me and a “last” for our twenties. As we turn our attentions to the holidays (and onward into our 30th Season) I’m excited to announce the final concert of the year: The King’s Singers will close Season 29 this December with an a cappella holiday performance!

The program, supported locally by the Santa Paula Parks & Recreation Department and the Santa Paula Police Activities League, is funded by the California Police Activities League (PAL) and bolstered by $100,000 in American Rescue Plan Act (ARPA) funds allocated by the Santa Paula City Council. YARA offers hands-on training that directly positions participants for apprenticeships and job opportunities in traditional and emerging workforce sectors.

I especially want to highlight our Home Insurance Town Hall, taking place on October 15 from 6:00 – 8:00 pm at the Ventura County Fire Headquarters. This event is a great opportunity for residents to learn more about the ever-changing landscape of home insurance, especially in areas impacted by wildfire risk. I’ll be joined by Assemblymember Jacqui Irwin, State Deputy Insurance Commissioner Julia Juarez, fire officials and members of the Conejo, Simi and Moorpark Realtors Association. We encourage you to attend and get your questions answered directly from the experts.

The Economic Development Collaborative would like to recognize National Hispanic Heritage Month. Each year, Americans observe National Hispanic Heritage Month from September 15 to October 15 by celebrating the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America.
I have begun donating books from my home library. It is quite a large collection that I curated over the past nearly 70 years. I am discovering that this is a profoundly bittersweet experience. I’ve treasured each book throughout the sweep of my life since boyhood.
These volumes include self-help, how-to, and inspirational classics. There is an abundance of mathematical and scientific books that reflect the technical trajectory of my time on earth.
But there are also books that remind me of the times that I was trying to teach myself something, such as how to use computer software, how to write a business plan, or how to build or reconstruct relationships.
This is a very busy and exciting time of the year for the Social Justice Fund for Ventura County (SJFVC). We are currently in the process of reviewing and selecting our 2024-2025 Social Justice Fellows! The applicants have proposed solutions to address a wide range of issues, including but not limited to: environmental justice, youth gang intervention, LGBTQ+ rights, food insecurity, and education equity. While there are many more candidates and issues which merit funding that we cannot support, we are constantly reminded of the critical needs the Social Justice Fund is meeting.
SANTA BARBARA COUNTY — Family Service Agency (FSA) of Santa Barbara County and Youthwell are pleased to announce a new slate of suicide prevention workshops called QPR that will teach participants three steps to help save a life from suicide. Last year, over 580 Santa Barbara County residents received this free, two-hour training.
In a pair of recent papers, David W. Lawson and his team at UCSB’s Applied Evolutionary Anthropology Lab shed light on possible explanations for gender bias. Their research was carried out in an urbanizing rural community in northwestern Tanzania.
VANDENBERG SPACE FORCE BASE — The United States (U.S.) Space Force has prepared a Draft Environmental Assessment (DEA) and Finding of No Significant Impact (FONSI) that evaluates the potential environmental impacts of the Proposed Action (PA).
The PA is to increase Falcon 9 annual launch cadence from 36 to 50 launches per year at Space Launch Complex 4 (SLC-4) on Vandenberg Space Force Base (VSFB), increase Falcon 9 first stage and fairing recovery activities, and expand the recovery area in the Pacific Ocean.

OXNARD — The Channel Islands Maritime Museum is excited to announce a new partnership with the Zachari Dunes hotel, located just over a mile from the museum’s home in Channel Islands Harbor. This collaboration, beginning on September 17, 2024, brings a unique maritime experience to hotel guests with the installation of a spectacular tall ship model exhibit in the hotel’s lobby. The first ship to be displayed is the San Felipe, a famed Spanish galleon that sailed from 1690 to 1705, offering a glimpse into that captivating period of maritime history.
PORT OF HUENEME — The Port of Hueneme’s operations team joined by other Port staff, Port tenants, vessels, labor, Port partners, Naval Base Ventura County (NBVC), and numerous public safety agencies led a training at the Port this Monday to evaluate the impact that a Maritime Security (MARSEC) level increase would have on the Port’s operations, placing an emphasis on safety, security and community partnerships. This year’s training focused on the Port’s ability to react to a proposed threat to cargo. The training was conducted over a morning and afternoon session.
VENTURA COUNTY — Scouting America (formerly Ventura County Council Boy Scouts of America), Ventura County Council (SAVCC) has rebranded in name, in line with the announcement that the national organization will officially transition in name from Boy Scouts of America to Scouting America in early 2025, as it celebrates its 115th anniversary.
The name change reflects the organization’s ongoing commitment to welcome every youth and family to experience the benefits of scouting. The announcement comes as the organization also celebrates the fifth anniversary of welcoming girls into Cub Scouting and Scouts BSA programs. Nationally, Scouting America currently serves more than 176,000 girls and young women across all programs, including over 6,000 who have earned the rank of Eagle Scout. The local SAVCC has served over 4,500 youth (including non-Scouts), 779 adult leaders, and sends more than 5,000 kids to camp each year since its founding in 1921, just 11 years after the creation of the national organization.
“Children are especially vulnerable to injuries in a crash if they are in the wrong type of car seat for their age and size or if the car seat is improperly installed,” said Sergeant Mark Knackstedt. “We are dedicated to helping parents and caregivers safeguard their children on the road.”

VENTURA COUNTY — Rebozo Festival Inc. is pleased to announce that awards of up to $30,000 will be granted to qualified non-profit organizations that focus on cultural, social and/or education needs of the Ventura County community. Help low-income families and individuals improve their financial stability. Consider joining our Volunteer Income Tax Assistance (VITA) team of tax preparers and interviewers for the 2024 Tax Year. Volunteers prepare federal and state tax returns at no cost, assisting clients access the tax credits to which they are eligible. Services will be provided at multiple sites across Ventura County offering the opportunity to volunteer during the day, in the evening, or on Saturday. Volunteers are asked to commit four hours per week during the VITA tax season, February 1st – April 30th. Volunteers work in teams led by an experienced tax preparer. Virtual preparation of taxes is also available.

VENTURA — The County of Ventura Resource Management Agency (RMA) is excited to announce the appointment of Imosemen Omiunu as the Public Information Officer, a newly created position for the agency. This appointment was made by RMA Director Rob Mullane after a comprehensive recruitment process.
Omiunu brings nearly a decade of experience in community engagement, digital marketing, community outreach, event management, and social media management from both the public and private sectors. Most recently, she served as a Resident Director for the University of California, Santa Barbara in the University’s Residential and Community Living Department.
You may have heard the news that Sable (formerly Exxon) has out-maneuvered the County in the oil pipeline dispute by revising its plans to move the safety valves underground, and outside of our jurisdiction. This will likely lead to a restarting of offshore oil drilling at the Santa Ynez Unit off of Gaviota.
Those of us who were here during the Refugio Oil Spill in 2015 know what is now at stake, and how deeply terrifying that news is.
