Poseidon, known as the ruler of the sea, is oftentimes depicted as carrying a three-pronged spear, known as a trident, for protection. It is fitting that the operational research program created to counter threats to port and maritime security and sustain the global operations of naval forces is named the Coastal Trident.
The program was established 15 years ago to support the Port of Hueneme and local response organizations in addressing the complex nature of threats to port and maritime security. Since then, Coastal Trident has grown in scope and influence and now regularly involves the participation of more than 150 federal, state, local government, academic, and private sector organizations.
Port of Hueneme made history celebrating the completion of its deepening project, in the works for over two decades. The Port can now proclaim a harbor depth of 40 feet. Joining Port officials was Colonel Julie A. Balten, Commander and District Engineer of the Los Angeles District of the U.S. Army Corps of Engineers. Many accolades were given to Congresswoman Julia Brownley for her steadfast commitment to secure approximately $20M in federal funds for dredging projects. Also in attendance were Port customers, contractors, the Navy and local, state and federal officials. The project promises to build upon the Port’s mission to create economic and social good by sustainably increasing Port capacity, creating 560 good paying jobs and replenishing local beaches.

The Port of Hueneme, in collaboration with 12 other organizations, sponsored and hosted a wheelchair distribution for veterans in need on Friday, June 25, at the Port’s administrative offices. These wheelchairs are part of a larger effort coordinated by Gold Coast Veterans Foundation, Disabled American Veterans – Ventura Chapter 24, Knights of Columbus, and other organizations in the county.
As the country recovers from the many impacts of the COVID-19 pandemic, an increase in racial turbulence and violence adds to the challenges for many Americans. Asian Pacific Islanders and Asian Americans as well as immigrants, people of color, women, and the LGBT+ communities are feeling the direct impacts of this turbulence. To reaffirm the Port of Hueneme’s commitment to equality, the Oxnard Harbor District Board of Commissioners recently passed a board resolution to promote tolerance and denounce racism.
“The Oxnard Harbor District Board of Commissioners acknowledges that the recent escalation of racial violence against the AAPI community must be acted upon,” said Board President Jason T. Hodge. “We are a District where people can feel safe and respected and free of harm and this resolution reflects that. We are a diverse working Port and as part of the global economy and local community, we have to incorporate our values into our actions.”
The Port of Hueneme is a World Trade Center licensee, and in concert with our strong team of stakeholders, is hosting this event as part of our overall initiative to advance the businesses of Ventura County and expand their reach into the global marketplace. The focus this year will be on the challenges and opportunities offered by our post-pandemic world.
The Port of Hueneme continues to ensure financial stability and fiscal responsibility as the Board of Oxnard Harbor District Commissioners voted to fund another $500,000 to the District’s California Employers’ Retiree Benefit Trust (CERBT) account for their fiscal year ending June 30, 2021. Other Post-Employment Benefits (or OPEB) are benefits costs (other than pensions) that Federal, State, local governments and special districts provide to their retired employees. These costs include health care, dental, vision and life insurance. It has become evident, with rising costs of healthcare, that future expenses for the OPEB costs will increase significantly as the years go on.
The Port of Hueneme welcomed the first of two cutting-edge, energy-efficient Del Monte vessels to the Port of Hueneme (on March 19). The ships’ arrival marks a new chapter in environmental partnership, continuing the Port’s mission to be the cleanest, greenest, most efficient port possible.

In the nearly one year since the pandemic was declared in March 2020, the people most directly affected in South Oxnard have been farmworkers and their families – food access is critical for those whose jobs and health have been impacted. Many efforts have sprouted to help provide food and COVID-19 resources and relief, and Oxnard’s Southwinds Neighborhood Council has been holding weekly food distributions. Saturday’s Southwinds event, in collaboration with the Port of Hueneme, its customers and other partners, marked the Port’s 45th food distribution event, as they continue to be committed to community.
A delegation of Mexico’s top trade representatives visited the Port of Hueneme on Wednesday to strengthen their longstanding trading partnership. Led by Mr. Roberto Velasco Alvarez, Director General for North America and acting Undersecretary for North America at Mexico’s Ministry of Foreign Affairs, the delegation was welcomed with a socially distanced port tour and roundtable discussion of expanding and supporting trade between the Port and Mexico.
“Our on-going trading partnership with Mexico continues to grow, from the establishment of a Sister Port relationship with Port of Ensenada in 2015, to supporting trade through our various local customers importing and exporting cargo between our two great countries,” said Oxnard Harbor District President Jason Hodge. “We are committed to supporting the growth of this fruitful partnership.”

he Port of Hueneme welcomed new leadership last week as the Board of Harbor Commissioners unanimously voted Jason T. Hodge to serve as Board President for 2021, marking the 3rd time he has been elected to lead the District.
The Port’s SEA LINC Project (Spurring Economic Advantages with Logistical Investments for New Connectivity) was recently awarded official designation by the U.S. Department of Transportation, marking the first time a project has been designated in Southern California since the inception of the American Marine Highways Program in 2007.
The SEA LINC Project aims to move cargo off federal and state highways by shifting the cargo to barge along Marine Highway 5 (M-5) instead. The cargo, currently being trucked from the Pacific Northwest to Southern California, will now move on the water and reduce traffic and air emissions, improve safety, and eliminate wear and tear on the roadways spanning across three states. The Port’s project is also the first American Marine Highway Coastal Service project designated on the entire West Coast of the United States.
Over the holiday season, the Port was in full swing preparing for two new hybrid mobile harbor cranes. Their arrival on Saturday marks another step toward further reducing emissions and greening cargo operations at “The Greenest Port in the U.S.”. These new cranes will help speed the delivery of goods to local stores, increase efficiencies, support additional cargo movement, and reduce air emissions for the surrounding community.
As most eyes were focused on the coronavirus relief package this past week, ports all across America were waiting for President Trump to sign the Water Resources Development Act of 2020 (WRDA). Included in the Act were provisions ensuring more funding would start flowing to the Port of Hueneme to maintain and improve the harbor, increasing the Port’s typical Harbor Maintenance Tax (HMT) funding by more than tenfold.
“As the pandemic has stretched our industry thin, the news of this increased funding is exactly what we need to continue making sure we can accommodate the vessels and cargo needed to keep our region recovering,” said Oxnard Harbor District President Jess J. Ramirez. “I would like to thank Congresswoman Julia Brownley for leading the charge, and Congressman Salud Carbajal and Congressman Mike Garcia for supporting this historic legislation.”

The Port and City joined forces to replace crumbling bridge infrastructure at Bubbling Springs Park for the local community. The Port invested $22,000 to rebuild the Farmer’s Bridge with in-kind services from the City and volunteers from the NBVC Seabees.
“Since 2015, the Port has invested over $630,000 into the Community Benefit Fund that brings to fruition projects to benefit the local community, like the Farmer’s Bridge improvement project”, said Oxnard Harbor District Board President Jess J. Ramirez. “The spirit of these investments is to tackle some of the local issues that we can fix and improve outside of the Port’s everyday goods movement operations.”
During this Thanksgiving holiday we reflect on the adversities many of us have faced during this unprecedented year. Through it all, we have seen first-hand the strength in unity with all our Port partners and with you, our amazing community! We are thankful for our customers, our community partners and our amazing Port team! Together, our #CommittedToCommunity Drive has helped provide food and resources to 26,000 families and over 760,000 pounds of produce. Known as the Banana Port of the West Coast, the Port of Hueneme can now add another title to their brand: the Peruvian blueberry pilot Port. Being the specialized reefer port of the U.S. West Coast, Hueneme has been able to receive completed cold-treated produce containers for years; however, they now are now going to be making history by offering the ability of completion of this treatment on-port. This new service is the first of its kind on the West Coast and stands to reduce the cost of transporting blueberries, eliminate thousands of pounds of Green House Gases, and support local California and Peruvian growers.
Essential Volunteer Recognition, October 24, 2020 – The Port of Hueneme’s “Committed to Community” Drive hosted its 40th food distribution with a “Feeding the Frontline” volunteer appreciation touch. Commemorative plaques were distributed to volunteers who have supported this food and resource drive since the pandemic began in April of this year.
“It is important that we recognize our true community heroes; from the dockworkers, farmworkers and truck drivers who keep our shelves stocked; our staff, and most definitely our volunteers. They are answering a weekly call to bring much needed relief to our community and the Port is grateful that the volunteers have been there as partners from the very beginning.” Said Jess Ramirez, President of the Oxnard Harbor District Commission.
For the tenth consecutive year, the Oxnard Harbor District, which owns the Port of Hueneme, is being recognized for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). The award highlights the Port’s FY2019 Comprehensive Annual Financial Report (CAFR) which was strenuously reviewed by professional financial statement preparers, independent auditors, academics, and other finance professionals.
Protecting the whales and our local air quality is not only a top priority for the Port, but also its ocean carriers. Maersk, GLOVIS, K Line, and NYK Line all earned recognition for participating in this voluntary program. This vessel speed reduction initiative aims to cut air pollution and protect endangered whales in the Santa Barbara Channel and San Francisco Bay through incentivizing shipping lines to reduce speeds to 10 knots or less in these sensitive areas.

Port Lands $1.68M Grant for State-of-the-Art Technology
FEMA announced that the Port of Hueneme has been awarded $1.68 million in the Port Security Grant Program. Aimed to achieve the goal of a secure and resilient nation, the funding will aid the Port in modernizing their security, including improvements to the main gate entrance, and upgrading the Port’s CCTV surveillance system with cutting-edge technology.
The Federal Emergency Management Agency (FEMA) announced that the Port of Hueneme has been awarded $1.68 million in the Port Security Grant Program FY20 Funding Cycle. Aimed to achieve the goal of a secure and resilient nation, the funding will aid the Port in modernizing their security, including improvements to the main gate entrance, and upgrading the Port’s CCTV surveillance system with cutting-edge technology. This year’s grant is the largest security grant the Port has received in its 83 year history.

The Port of Hueneme and local community partners Clinicas Del Camino Real, Lujan Transport Inc., Port customer Del Monte and more, as part of the Feeding the Frontline, Feeding our Farmworkers effort, have hosted 20 food distributions across the County of Ventura. The Port has played an important role in coordinating these events and bringing together different partners to help address the current food scarcity due to the COVID-19 pandemic. The latest event was held on Saturday, June 27 at the Orvene S. Carpenter Community Center in Port Hueneme and had the full support of the City of Port Hueneme.
The Port’s longest serving Commissioner Jess Herrera was named recipient of the 2020 Latino Leadership Award by the Pacific Coast Business Times along with CEO & Port Director Kristin Decas named as a Top Woman in Business.
“It is an honor to receive this recognition. I want to thank Henry Dubroff and the Pacific Coast Business Times. I am grateful for the support and encouragement I have received from my community,” said Commissioner Jess Herrera. “As a lifelong advocate and representative for working families, I understand the urgent need for jobs with family-sustaining wages and benefits. That is why I am so passionate for the life changing opportunities that the Port of Hueneme provides for our local community.”
Harnessing the power of partnership, Department of Navy’s workforce “super-connector” NavalX announced an expansion of its Tech Bridge initiative to Ventura County. Joining five other new Tech Bridge locations around the nation, the Ventura location will be housed at the Port of Hueneme.
“I applaud our Federal partners for joining with us and the innovative ecosystem taking shape here in Ventura County,” said Oxnard Harbor District Board President Jess Ramirez. “This new designation will bolster the abilities of our community to develop cutting-edge technology right here at the Port.”
Just as in person auto sales resume, the Port’s largest customers brace for an approximate 90% reduction in cargo over the next two months. Automobiles, the Port’s largest revenue generating commodity, will see reductions as manufacturers from Germany, United Kingdom, Sweden, South Korea, and Japan have been closed during most of April. In response to the COVID-19 crisis, auto manufactures in the United States and around the world have either halted production or switched to making ventilators to assist hospitals with demand.
The Port of Hueneme kicked off the 50th Annual Earth Day with a digital celebration, reaffirming their commitment to environmental sustainability and sharing the results of its Green Marine Certification assessment.
“The Port is leading the way forward into a green economy,” said Oxnard Harbor District Board President Jess Ramirez. “Our commitment to a cleaner, healthier, and greener community is stronger than ever.”
Unveiling the results of their annual environmental assessment and accreditation conducted by Green Marine on Wednesday, the Port continued its track record of high scores and transparency.

As the Port continues moving cargo to stock the shelves at grocery stores throughout California and 15 western states, waterfront workers went above and beyond the call by hosting a blood drive at the Port of Hueneme on April 16.
Del Monte Fresh Produce (Del Monte), a top fresh fruit and produce customer at the Port of Hueneme, delivered a full truck load of fresh fruit to the City of Oxnard, helping those in need during the COVID-19 crisis.
“The Port couldn’t be more proud to see our customers stepping up to meet the needs of the community in these difficult times,” said Oxnard Harbor District Board President Jess Ramirez. “Del Monte has always invested their resources and energy to help the community, they are committed to our local families and have been since 1979.”
