In response to the announcement and 2022-23 budget proposal from California State Governor Gavin Newsom, community-based health plan CenCal Health made the following statement:

“CenCal Health welcomes Governor Newsom’s health care expansion plan for California and is ready to support Medi-Cal coverage for eligible residents in Santa Barbara and San Luis Obispo counties – regardless of their immigration status,” said Marina Owen, CenCal Health CEO. 

“Along with our Board of Directors, executive team and staff, I am gratified that our organization here on the Central Coast can help bring much-needed, long overdue health coverage to the region, and take this step towards health equity. In partnership with our network of dedicated doctors, hospitals, pharmacies, and other providers, CenCal Health is ready to deliver high-quality health care to all.” If the new budget plan is supported by the legislature, coverage would begin on Jan. 1, 2024.

Since Monday there have been 32,419 new tests completed and 2,838 new COVID-19 cases reported. There are 282 people hospitalized and 36 in the ICU. Approximately 62% of recent COVID-positive patients in local hospitals are admitted with COVID symptoms as the primary reason. There have been 7 additional deaths of a 38 year old male, 45 year old female, 46 year old female, 59 year old male, 71 year old male, 91 year old female, and a 75 year old male. Our sincere condolences to the family and loved ones of the community members who passed away. The R-effective for Ventura County is 1.57 which indicates that the speed of COVID is likely increasing rapidly.

Since Friday there have been 38,627 new tests completed and 5,835 new COVID-19 cases reported. There are 261 people hospitalized and 36 in the ICU. There have been 3 additional deaths of a 37 year old male, 58 year old female, and an 81 year old female. Our sincere condolences to the family and loved ones of the community members who passed away. The R-effective for Ventura County is 1.74 which indicates that the speed of COVID is likely increasing rapidly.

The County of Ventura has the third-highest testing rate in central and southern California. The state will be sending National Guard medical personnel to assist with testing at the state sites due to staffing impacts. This will help to allow services to continue. They will be in uniform and will not be armed.

The illicit arms trade is a subject of the utmost interest for Mexico and the entire Latin American region due to the violence that this activity brings about. Despite the specific national contexts, the violence caused by arms trafficking has consequences of great magnitude on the quality of life of our populations, as well as, on the development of our countries.

In that regard, last August, the Government of Mexico filed a lawsuit, before a United States federal district court against manufacturers and distributors of firearms, for negligent commercial practices that promote arms trafficking to our country. It is important to point out that the litigation is not against the U.S. government nor against the right of U.S. citizens to own and bear arms in their country (Second Amendment of its Constitution). The aim is to prevent criminal groups from benefiting from this illicit trafficking, that is, the drug cartels who do not have the right to possess and bear arms.

The County of Ventura Public Health Department has received confirmation of its first case of COVID-19 with mutations consistent with the new Omicron variant (B.1.1.529). The individual, who is a fully vaccinated adult, is self-isolating, and their symptoms are improving without medical care. A small number of close contacts have been identified and, to date, all have tested negative and have no symptoms. The contacts have been asked to follow the quarantine protocol.

“Throughout the pandemic, we have always known there would be more mutations, resulting in the possibility of a more transmissible variant than the Delta variant,” said Public Health Officer Doctor Robert Levin. “While we can’t know for certain the impact of Omicron at this time, the good news is that we already know how to reduce transmission and slow spread. I encourage community members to take the steps that we know offer protection, including getting vaccinated, completing your vaccination series, or getting boosted, getting tested and staying at home if you feel sick or are a close contact, and wearing your mask indoors and at large mega events.”

The holiday celebrations started early for children receiving care at the Pediatric Unit at the Ventura County Medical Center! This year the Ventura County Fire Urban Search and Rescue (US&R) team used a rope rescue system that allowed them to position Santa Claus on the pediatric level of the hospital where there is an outdoor play area. The rope rescue exercise helped deliver toys to special children and also gave the US&R team valuable training. As part of a statewide Vaccination Response Program developed by the California Department of Health Care Services (DHCS), CenCal Health is implementing a multi-strategy initiative to increase protection against COVID-19. CenCal Health is the Medi-Cal health plan for both Santa Barbara and San Luis Obispo counties with nearly 210,000 members, primarily children, families and seniors with low-income. The goal of the new initiative is to fully vaccinate members who are not vaccinated or received only one dose due to vaccine-hesitancy, lack of transportation or a disability that keeps them homebound. In addition, the Centers for Disease Control and Prevention (CDC) recently recommended that children 5 to 11 years receive the pediatric COVID-19 vaccine.

Pfizer Bio-NTech vaccine available for 5- to 11-year-olds in Ventura County

The Pfizer Bio-NTech vaccine has been approved for 5- to 11-year-olds and may be available in Ventura County beginning today. The California Department of Public Health’s vaccine appointment system, MyTurn.CA.gov, will be updated by tomorrow November 4, and that is when the Ventura County Public Health Department will begin offering the vaccine to this age group. Families are encouraged to contact their medical provider for information about the vaccine. “I welcome the authorization from the U.S. Food and Drug Administration, Centers for Disease Control and Prevention, Western States Scientific Safety Review Workgroup and California Department of Public Health of the COVID-19 vaccine for children of five years of age and older. This will protect our children and get us closer to our goal of herd immunity,” said Public Health Officer Doctor Robert Levin.

Due to the current surge, Ventura County Public Health (VCPH) is urging all Ventura County residents that are eligible but have not yet been fully vaccinated to get vaccinated as soon as possible. In alignment with state and federal health authorities, VCPH officials also continue to strongly recommend mask wearing indoors in public places regardless of vaccination status. While Ventura County continues to be aligned with the California Department of Public Health (CDPH) and the Center for Disease Control and Prevention (CDC) guidance on masking, which recommends that everyone regardless of vaccination status wear masks indoors, and that requires those that are not fully vaccinated to mask indoors, officials are closely monitoring the current surge in case additional mitigation measures are needed.

CenCal Health, the publicly-sponsored health plan for Medi-Cal in Santa Barbara and San Luis Obispo counties, has received top marks among the nation’s Medicaid plans for adolescent immunizations and for adolescent weight assessment according to the 2021 results from Healthcare Effectiveness Data and Information Set (HEDIS®). Santa Barbara County was rated in the top 5% nationally for meningococcal, Tdap and HPV immunizations of plan members ages 9-13. San Luis Obispo County was rated in the top 5% nationally for physical activity counseling of pediatric members, and in the top 10% of pediatric weight assessment ratings overall, including nutrition counseling and body mass index (BMI) percentiles. In addition, both counties covered by CenCal Health received the highest HEDIS rating – top 5% in the nation – for timeliness of women’s postpartum care.

For years, the Spanish-speaking community has struggled to receive timely, culturally appropriate information related to emerging needs.  A collaboration comprised of local Latino-serving organizations, Mi Vida, Mi Voz (My Life, My Voice) was developed to address this information deficit. After the Covid-19 pandemic hit, Mi Vida, Mi Voz (MVMV) pivoted to address the critical needs related to the crisis. With the pandemic’s disproportionate health and economic impact in the Latino community, this essential formation was and is more relevant than ever

Since spring of 2020, Mi Vida, Mi Voz has been collecting information about community resources in five basic categories: Health; Basic Needs (food, financial support, housing, legal); Mental Health; Children & Families; and Seniors. The emphasis has been on health and basic needs information during the COVID-19 crisis.

With wildfire season upon us, it is crucial to ensure Ventura County’s farmworkers are well informed and protected from the health impacts of wildfire smoke. The Air Pollution Control District (APCD) has partnered with the County of Ventura’s County Executive Office, the Ventura County Agricultural Commissioner’s Office, and the Central Coast Alliance United for a Sustainable Economy (CAUSE), a non-profit organization, to develop a first-of-its-kind text alert system that will alert farmworkers by region when wildfire smoke reaches dangerous levels.

“Over 40,000 farmworkers in Ventura County can now benefit from timely information to help protect themselves at their workplaces during wildfire events. Ventura County is committed to leading the way in protecting farmworkers and working towards a more resilient and healthy community,” said County Supervisor and Air Pollution Control District Board member Carmen Ramirez.

Since the last update on Wednesday, June 30, there have been 88 new COVID-19 cases and 12,185 new tests performed. 4 additional deaths of a 70 year old male, 96 year old female, 98 year old female, and a 58 year old male. Our thoughts and sincere condolences to the family and friends of those that have passed away.

70.1% of Ventura County’s population 12+ has received the first dose.
62.3% of Ventura County’s population 12+ has been fully vaccinated.
73.0% of Ventura County’s population 18+ has received the first dose.
65.8% of Ventura County’s population 18+ has been fully vaccinated.

Getting vaccinated is the best protection against COVID-19 and its variants.

“CALeVIP is an exciting opportunity to bring more EV infrastructure to the region and help Ventura County meet California’s statewide goal of 5 Million ZEVs on the roads by 2030,” said County Supervisor Matt LaVere, Chair of the VCREA Board of Directors. “We are excited to work with our regional partners to make EVs accessible to all communities.”
