Bilingual report — The latest news from the County of Ventura

Santa Paula is on the front lines of a fight against a deadly disease targeting citrus trees. The Ventura County Agricultural Commissioner is calling on the community to help stop the spread of Huanglongbing (HLB) a disease vectored by the Asian Citrus Psyllid (ACP).

Residents in quarantine zones are asked to not move any plant material – this includes fruit, leaves, branches, and even dirt. The Ventura County Agricultural Comissioner/Weights & Measures Department is working with the California Department of Food and Agriculture (CDFA) to mitigate the situation.

The disease is not harmful to humans but it is detrimental to citrus trees. Right now the goal is to slow the spread to give science and research time to develop possible treatments.

Call the CDFA pest hotline at 1-(800)-491-1899 if your trees are showing symptoms of ACP/ HLB and they can arrange to have your tree tested.

During this season of gift giving, I’ve been reflecting on all the amazing gifts People’s has received this year:

82 new employees: The need keeps growing, and so do we. The ability of our mission and organization to attract professional, committed individuals is an imperative if we are to continue confronting the housing crisis head on.
$1M in housing impact notes: It takes considerable philanthropic vision to fund project pre-development costs, they are typically not exciting or visible, but they are vital. We were so grateful for this incredible opportunity to move multiple challenging projects forward. Thanks to our Resource Development and Accounting & Finance teams who safely and soundly manage our financial resources, we can accomplish more mission and meet philanthropist partners’ objectives.

People’s Self-Help Housing (PSHHC) — Affordable Housing Available for Farmworkers in Guadalupe

CENTRAL COAST — People’s Self-Help Housing (PSHH) is looking to fill seven available units at Guadalupe Court Apartments.  Current and retired farmworkers, their families, and those working in agriculture are eligible to apply.   

Opened in 2020, Guadalupe Court is comprised of 38 rental units (1, 2, and 3-bedroom). Amenities include a spacious outdoor courtyard, onsite laundry facilities, a barbecue area, playground, and community center. This property provides wrap-around services for its residents with an after-school education program and compassionate, onsite, licensed social workers. 

“I want to really encourage anyone who works in agriculture, or who is retired from agriculture, or who has a member of their family who works in agriculture to take a look at this amazing opportunity,” said Ken Trigueiro, CEO & President, “We’d love to welcome more farmworker households into their new home this holiday season. People’s Self-Help Housing is Now Serving in Four Counties

CENTRAL COAST — As the year comes to a close, People’s Self-Help Housing (PSHH) extends immense gratitude to the communities, partners and philanthropists who work together in support of the organization.  

As the need has grown, so has People’s Self-Help Housing. Now operating in four counties, the fifty-three-year-old nonprofit daily serves over 5,000 residents who live at its 56 properties and is proud to have helped a similar number of people build their own homes.  

In support of these families, seniors, veterans, those coming out of homelessness and people living with disabilities, PSHH has launched its 2023 Appeal.

One of a cherished group of professionals who have dedicated a significant part of their career to the nonprofit housing sector, PSHH is honored to have team members such as Gabriela on staff.

Mechanics Bank Announced as Presenting Sponsor of the 2024 Builder Games $10,000 sponsorship to benefit the Supportive Housing Program and Camino Scholars of People’s Self-Help Housing

CENTRAL COAST —  People’s Self-Help Housing (PSHH) has received a generous presenting sponsorship of $10,000 from Mechanics Bank for their Builder Games fundraiser to be held on April 27, 2024. The funds raised from this event will benefit the Supportive Housing and Camino Scholars programs of PSHH. 

The 2024 Builder Games will see eight local teams made up of architects, banks, and community supporters go head-to-head in a series of building-related challenges as they build playhouses for children. Guests will have the opportunity to cheer on teams, enjoy gourmet food, fine wine, craft beer, and a live DJ. In addition to raffles and silent auction items, playhouses will be auctioned off at the end of the event.

The Ventura County Community Development Corporation (VCCDC) — the Marquezes Have a New Home

Yolanda Marquez dreamt of owning her own home, a place where her family of five could relax, be creative, and host family get-togethers. As a working-class family, she cherished sharing the traditions that come with raising a family and making memories by spending quality time together. As each year passed, she felt her dream was slipping away due to increasing housing prices and down payment requirements. She knew in her heart that one day her current arrangement could quickly end: the home where she lived was owned by someone else and her fear was that her rental house would be redeemed with little notice. In addition, annual rent increases meant less money to save for her own.

To make matters even more challenging, the Marquezes lived with another family under the same roof. As convenient as this was, Yolanda knew her family that includes three teenagers didn’t have the privacy afforded to families with their own home. Once she heard about Ventura County Community Development Corporation from her realtor, she was determined to change her circumstances and learn what she could do to buy her own place.

She tapped into all the information provided by VCCDC including how she could become mortgage ready and qualify to receive down payment assistance worth over $100,000, made available to low-to moderate-income households. She decided this was the time to make her dream a reality and began taking steps to purchase her own home.

SANTA BARBARA — Kelly Knight, a long-time Santa Barbara real estate broker and the founder of Knight Real Estate Group, an affiliate of Village Properties, received two prestigious awards Dec. 1 from the Santa Barbara Association of Realtors.

A full-time, licensed real estate broker since 2005, Knight is a highly respected local agent who is dedicated to serving both her clients and the community at large. She received the Howard Gates Award for coordinating the sale of a property gifted to the nonprofit Scholarship Foundation of Santa Barbara (SFSB), the nation’s largest community-based provider of college scholarships. The association judged the sale as the most “challenging and intricate transaction” of 2023 that demanded “exceptional perseverance, determination, diligence, patience, and expertise”.

Housing Trust Fund Ventura County awarded $5 million in approved funding from SCAG’s Lasting Affordability Program

VENTURA COUNTY — Housing Trust Fund Ventura County (Housing Trust Fund VC) has been awarded $5,000,000 from the Southern California Association of Governments’ (SCAG) as part of the Regional Early Action Planning (REAP) 2.0 Lasting Affordability program. The funding will support the creation of the Housing Trust Fund Ventura County’s Revolving Long- Term Loan Program for Infill Affordable Housing Developments Project. This project will establish a long-term loan program and will increase the lending capacities of Housing Trust Fund VC. In addition, this grant will provide resources to Housing Land Trust Ventura County (Housing Land Trust VC) to create policies and procedures which will advance Housing Land Trust VC to attract additional capital and land donations. The anticipated outcomes from the new fund include 656 affordable housing units in Ventura County by 2031.

People’s Self-Help Housing Receives SLO County Family-Friendly Workplaces Award

CENTRAL COAST — People’s Self-Help Housing (PSHH) has received the 2023 SLO County Family-Friendly Workplaces Award at the Blue Diamond Level. 

The SLO County Family-Friendly Workplaces Awards recognize organizations that adopt and implement family-friendly workplace practices for their employees. The Blue Diamond Level recipients meet additional policies and offer high-impact family-friendly benefits, including flexible work weeks and expanded health coverage.

DignityMoves Announces ‘Adopt-A-Room’ Program for Hope Village Interim Supportive Housing in Santa Maria

SANTA MARIA — In preparation for its predicted late January/early February 2024 opening, Hope Village, a DignityMoves interim housing site in Santa Barbara County, has announced its Adopt-A-Room program. Volunteer community members will now have the chance  to sponsor one of 94 rooms by providing toiletries, comfort items and welcome gifts for future residents.

People’s Self-Help Housing Announces Retirement of Long-Serving Staff Member Accountant Juliet Mendoza

After joining PSHH in 1991 as a Secretary, Juliet was quickly promoted to the positions of Account Clerk, Account Technician, and finally her most recent role as an Accountant. As part of the Accounting & Finance team, Juliet has helped ensure the availability of financial resources to sustain PSHH programs, services, and growth.  

Guest contribution — Lumina Alliance needs support in asking state leaders to provide ongoing funding for victim services on VOCA Day of Action

SAN LUIS OBISPO COUNTY — Lumina Alliance is requesting the help of our community to protect vital funding sources during a Day of Action. VOCA (Victims of Crime Act) grant funding is expected to be significantly reduced in the 2024 fiscal year by almost 37%. This funding source supports several key services in San Luis Obispo County, including CASA-Voices for Children, Victim Witness, and Lumina Alliance. These services are directed at some of the most vulnerable members of our community-survivors of intimate partner and sexual violence, abused and neglected children, and other victims of crime. People’s Self-Help Housing (PSHH) receives $5,000 Gift from The Community Foundation San Luis Obispo County for its Emergency Assistance Fund

CENTRAL COAST — People’s Self-Help Housing (PSHH) has received $5,000 from The Community Foundation San Luis Obispo County as a part of the Foundation’s ‘Opportunity to Thrive Initiative’. 
This generous award will support PSHH residents in San Luis Obispo County through the Emergency Assistance Fund, which will provide emergency financial support for medical, food and utilities to residents in deep need. Funds are utilized when all other potential resolutions and community resources have been exhausted. Each year, thousands of dollars are distributed to those facing urgent financial emergencies.

State Street commercial space in Santa Barbara transitions to Workforce Housing on Nov. 17

SANTA BARBARA — State Street Commercial Space transitioned on Nov. 17 to Workforce Housing with 14 residential studio apartments in Public-Private Partnership.

The Housing Authority of the City of Santa Barbara’s innovative Workforce Housing Program is designed to address the affordable housing needs of our community’s low to moderate income workforce who are increasingly caught in the gap between skyrocketing rents and ineligibility for other assistance. 

The Housing Authority is committed to providing affordable housing to make it possible for more people to live where they work, in Santa Barbara. This approach benefits people who can keep transportation and other costs to a minimum, and have more time to spend with family, education, or career development. And benefits us all by minimizing the impact of commuting on our environment and quality of life in Santa Barbara. 

3C-REN Wins U.S. Department of Energy Buildings UP Prize to Advance Climate Smart Upgrades for Multifamily Properties

SAN LUIS OBISPO, SANTA BARBARA AND VENTURA COUNTIES — 3C-REN (Tri-County Regional Energy Network), a partnership between the Counties of San Luis Obispo, Santa Barbara and Ventura that delivers energy-saving programs, was selected along with BayREN in Phase 1 of the U.S. Department of Energy’s Buildings Upgrade Prize to win $400,000 towards its Climate Smart Multifamily Property Upgrade Program. Phase 2 involves creating a detailed, actionable implementation plan that will direct even more climate-friendly investments into the region.

“The proposal we submitted will expand our multifamily services. The goal is to include technical and financial assistance for electric vehicle (EV) charging infrastructure at low-income or affordable housing properties that are also doing building energy efficiency and electrification upgrades,” said Marisa Hanson-Lopez, 3C-REN Program Manager. “As residents switch to more climate-friendly transportation, we want multifamily residents to have the infrastructure support they need while closing critical EV charging gaps in the region.”

2023 State of the County: A Triumph in Safety and Progress
Celebrating 150 years as a County, on November 2nd, community members gathered at the iconic Ronald Reagan Presidential Library for the State of the County address by CEO Dr. Sevet Johnson. In a visionary speech, Dr. Johnson delivered an update on the County’s programs, initiatives and future endeavors.

Dr. Johnson also proudly highlighted the County’s achievements and distinction as not only fiscally healthy but as the “safest large county in the State of California.”

“From the first phone call that I made, I could tell they were really interested in doing anything they could to help me… fortunately that program (California Mortgage Relief) did work for me and now I don’t have to worry those past due bills and I don’t have to sell my home”.

Back in March 2020, the projects that Tobey had lined up for work were cancelled due to COVID leaving him essentially unemployed and unable to pay the property taxes on his home. Tobey applied for the California Mortgage Relief and was denied for reasons unclear to him. He sought out help and connected with the U.S. Department of Housing and Urban Development (HUD) who referred him to VCCDC, a HUD-approved housing counseling agency. At VCCDC, HUD-Certified Homeownership Specialist, Gabriela Muñoz, helped guide Tobey through the appeal process which consisted of document submissions and numerous calls and emails during a span of about 2 months. We are happy to report that Tobey was approved to receive funds from the California Mortgage Relief Program which has allowed him to stay in his home!

“I would recommend [VCCDC] to anyone….whether to purchase a home or in my case keeping what I already had. They’re amazing give them a try”.

Dear Friend,
Previously living in an unheated trailer, with no running water or basic sanitary amenities, this month a family of seven moved into PSHH affordable housing. These are the moments we work for, these are the significant victories where we can all pause and celebrate.

And while despite our collective best efforts, the scale of the housing crisis seems only to increase, for those who do not have the assurance of a safe and comfortable place to call home, our work continues.

The upcoming weeks give us so many opportunities to express our gratitude. So, whether you are a fellow houser, a funder, a policy maker, a developer, an elected official, a voter, a donor, or any one of the myriad partners needed to bring solutions to the over 15,000 people patiently waiting on our housing lists, during this season of thankfulness, I want express my appreciation for your dedication and service.

CAMARILLO — The Ventura County Fire Department congratulates the Golden Oaks neighborhood in Ojai, which became the sixth community in Ventura County to earn recognition from the National Fire Protection Association’s Firewise USA program.

Firewise recognizes communities that organize to reduce their wildfire risk by following best practices for vegetation management and home hardening.

“Ventura County has experienced devastating wildfires in recent years,” Fire Marshal Massoud Araghi said. “When neighborhoods come together to create defensible spaces and make it harder for embers to light buildings on fire, it significantly reduces the risk for the entire community.”

People’s Self Help Housing — Dana Reserve Nipomo – Your input needed today!

This Monday October 24, at 1:00PM, our County Planning Commission has invited public input to discuss a project that will allow People’s Self-Help Housing (PSHH) to develop 104 units of affordable rental housing within the overall Dana Reserve master-planned community.

This is so YOUR opinion can be voiced, in addition to the group who have already expressed their point of view.

Located west of US Highway 101 in Nipomo, and named the Dana Reserve, the overall project includes 104 units of deed-restricted affordable housing that would be developed and operated by PSHH. If approved, the developer will gift this land to our organization, which will bring much-needed affordable housing for Nipomo, a welcoming community that is key to so many who live, work, and recreate along the Central Coast.

Housing Trust Fund Ventura County announces approval of a $1.5 million acquisition loan for College Community Courts

VENTURA — Housing Trust Fund Ventura County (Housing Trust Fund VC) announces the approval of a $1,500,000 predevelopment loan to help fund College Community Courts, a People’s Self-Help Housing Corporation (PSHHC) affordable housing development in Ventura. With construction set to begin in late 2024, the new multi-family housing community will provide 57 affordable units for farmworkers and their families.

Housing Trust Fund Ventura County to receive $5 million from Prop 1 Local Housing Trust Fund program

VENTURA COUNTY — Housing Trust Fund Ventura County has been awarded $5,000,000 from the Local Housing Trust Fund (LHTF) program by the California Department of Housing and Community Development (HCD). This is a result of the nonprofit’s ability to raise $5M in local funding to receive this 100% match from the California State Prop 1 matching grant program. This brings Housing Trust Fund Ventura County’s Prop 1 award total to just over $14M, which, through the development of safe and affordable housing, will positively impact the lives of farmworkers, veterans, low-income seniors, cognitively impaired individuals, people experiencing homelessness, transitional age foster youth, and extremely-low and low-income individuals and families.

People’s Self-Help Housing Announces 2023 Employee Award Winners Bianca Guillen & Aracely Barajas

CENTRAL COAST — People’s Self-Help Housing (PSHH) has announced their 2023 President’s Award and Employee of the Year winners. As an organization with over 220 employees, these awards recognize exceptional dedication to the mission of PSHH and this year have been presented to Aracely Barajas and Bianca Guillen respectively.

The President’s Award winner is selected from among nominees by CEO Ken Trigueiro to honor an employee who may not necessarily be highly visible, but continually makes a dramatic difference in support of the organization’s mission. This year Aracely Barajas, Social Worker in the Clinical Services team has been honored for her great ability to build relationships, not only within the organization, but far beyond into her community. Celebrating 10 years with the organization, Aracely has played a key role in collaboration between PSHH and outside agencies to implement new programs.

PSHH Expands Equity Efforts with New DEI Advisor — Yanitsa Buendía de Llaca to spearhead essential program

CENTRAL COAST — In an expansion of existing programming, People’s Self-Help Housing (PSHH) has hired a new member to their leadership team: Yanitsa Buendía de Llaca is serving as the new Diversity, Equity, and Inclusion (DEI) Advisor.

With a PhD in Religious Studies and expertise as a qualitative researcher, Yanitsa brings both theoretical and professional knowledge to her role as the Diversity, Equity & Inclusion Advisor. Drawing on her background in higher education, her role is a collaborative effort to make People’s Self-Help Housing a more equitable workplace and community partner. Building on the commitment of her fellow team members, Yanitsa is passionate about advancing equity in all aspects of the PSHH mission. People’s Self-Help Housing — SLO Planning Commission seeking public input on Sept. 28 for Dana Reserve master-planned community

This Thursday, September 28, at 1:00PM, our County Planning Commission will be inviting public input to discuss a project that will allow People’s Self-Help Housing (PSHH) to develop 104 units of affordable rental housing within the overall Dana Reserve master-planned community.

So that everyone will have a chance to be heard, quite rightly the Commission has called for an additional public study session. This is so YOUR opinion can be voiced, in addition to the group who have already expressed their point of view.

Located west of US Highway 101 in Nipomo, and named the Dana Reserve, the overall project includes 104 units of deed-restricted affordable housing that would be developed and operated by PSHH. If approved, the developer will gift this land to our organization, which will bring much-needed affordable housing for Nipomo, a welcoming community that is key to so many who live, work, and recreate along the Central Coast.

SANTA BARBARA — Wood Glen Senior Living, a nonprofit retirement residence, has named Michael Easbey as its new executive director.

A third-generation Santa Barbara native, Easbey previously served as director of assisted living at The Samarkand Retirement Community for seven years, where he demonstrated unwavering passion for enhancing the quality of life for senior residents. He holds a bachelor’s degree in music composition and philosophy from Westmont College and a master’s degree in theology from the Antiochian House of Studies. Easbey is certified as a Residential Care Facility for the Elderly (RCFE) administrator by the state of California.

No surgió una solución milagrosa, pero en conjunto los proyectos de ley enviados al escritorio del Gobernador, medidas que se someterían a votación en las boletas, hacen que la construcción de viviendas asequibles sea menos onerosa, más ágil y ayude a frenar sus crecientes costos. I am honored to have been elected the Chair of the Central Coast Community Energy (3CE) Policy Board of Directors. For those who don’t know, 3CE formed beginning in 2021 as our new, locally-owned electricity provider. Our reach spans 30 cities and 5 counties, from Carpinteria to the Santa Cruz Mountains. With no investors or shareholders, the revenue generated by 3CE stays local, helps keep rates lower than SCE and PG&E, and provides millions for rebates and incentives that lower greenhouse gas emissions. For example, during last week’s 3CE Policy Board of Directors meeting, we adopted the FY 2022-23 Operating Budget that includes approximately $16M for Energy Programs. During my time as Chair, I am looking forward to increasing the awareness of the important work 3CE is doing.
