Since Friday, there are 107 new COVID-19 cases reported and 16,107 new tests performed. There are 34 people hospitalized, 9 in the ICU. There has been 1 additional death of a 78 year old male. Our sincere condolences to the loved ones of the community member who has passed away.

Booster Information
Pfizer booster shots are approved by the CDC and FDA. The Moderna and J&J vaccines are still pending full approval. Residents who received Moderna and Johnson & Johnson vaccines will need to wait until the FDA and CDC review the data and determines the need for and safety of boosters for these vaccines. It’s hard to believe that 2022 is just around the corner, but thanks to your continued generosity, your United Way has been able to navigate this incredibly challenging year. Because of your generosity, our programs have continued to serve those in need. Because of your generosity, our homelessness initiative has exceeded expectations since its launch almost two years ago—supporting individuals, families, seniors, and veterans. Our housing successes include: a veteran undergoing chemotherapy, a single mother seven months pregnant, a senior about to celebrate his birthday after spending the last several birthdays without a home, a mother one month away from reunification with her young son, and a family of six living in a car for months with a medically compromised child.

This new group will be focusing on restorative activities, seeking meaning and purpose, identifying changes to self, and receiving support in making life good again. Compassionate Care of Carpinteria’s 3rd Annual The Light Shines Ahead Virtual Event Raises $35,000

This year, over 169 supporters came together to support Compassionate Care of Carpinteria’s (CCC) 3rd Annual The Light Shines Ahead virtual event, which raised $35,000 to help support CCC’s work throughout the Carpinteria area.

The Light Shines Ahead is the annual fundraiser for CCC, an initiative of Hospice of Santa Barbara (HSB) that offers programs and services, completely free of charge, to anyone in Carpinteria grieving the loss of a loved one or struggling with a life-threatening illness.

The free event featured nonprofit leader, adventure seeker, and author of My Wild and Precious Life, Keynote speaker,Cynder Sinclair, who gave an uplifting presentation of her life’s journey and how Hospice of Santa Barbara eased her grief after her father’s sudden death and provided support to her entire family while her son was dying of cancer and after his death.

Graciela Casillas, of Oxnard, a Black Belt Hall of Fame inductee, “Women of the Year,” has earned international acclaim as one of the world’s top martial artist, and as a teacher of the art of self-defense.

I know many are concerned about the growing Alisal Fire. The Board of Supervisors today proclaimed a local emergency and requested the Governor declare a state of emergency.

Below I am sharing information Third District Supervisor Joan Hartmann shared earlier today in addition to other recent updates.

The Alisal fire has burned 7,500 + acres, with zero percent containment. There are 800 firefighters responding. Information about evacuations orders and warnings are available below.

Highway 101 remains closed between Highway 1 and Winchester Canyon Road/Cathedral Oaks in both directions. Highway 154 is the alternate route, however expect significant delays on this route.

Assemblymember Bennett’s bill increasing enforcement options on idle oil wells signed by the governor

Legislation was signed this weekend that establishes additional authority at CalGEM to fine and remediate idle gas and oil wells and create options for companies who seek to work with the State on their unpaid fees. Governor Newsom signed AB 896 (Bennett) which authorizes CalGEM to impose a claim or lien on the idle well under specified conditions.

“The recent oil spill in Huntington Beach underscores the need for California to increase regulations on oil producers,” said Bennett. “I want to thank the Governor for signing my AB 896. The bill allows the state to pro-actively begin enforcement before oil producers orphan a well. AB 896 strengthens our enforcement mechanisms and allows the state to recover cost for environmental damage before an operator files for bankruptcy.”

Grant Program Championed by Assemblymember Irwin to Seize Weapons from Prohibited Persons Announces Open Application Window

California Attorney General Rob Bonta today announced the opening of the application period for Gun Violence Reduction Program grants. Assemblymember Jacqui Irwin led a coalition of over 20 of her colleagues in the Assembly to secure this funding in the 2021 Budget Act. Funding will be awarded by the California Department of Justice (DOJ) to county sheriff’s departments to support activities related to seizing weapons and ammunition from individuals prohibited from possessing them.

Federal Update

The Families First Coronavirus Response Act (FFCRA), which was extended through the American Rescue Plan Act of 2021 (ARPA) to allow employers to voluntarily continue to provide COVID-related SPSL and still receive the available tax credits, expired on September 30, regardless of whether an employee is on leave at the time of expiration.

County of Ventura Medical Examiner’s Office — Special Report: Fatal Overdose Comparison by 6 Month Interval

For calendar year 2020, the number of accidental overdose deaths (203) represented a significant increase from the previous year (128). Data from 2020 indicated that the rise was almost entirely related to the potent opioid drug fentanyl. The data contained in this report indicates that fentanyl overdose deaths rose dramatically during the second half of 2020 and have continued at a similar rate during the first six months of 2021. If overdoses continue at this rate, the number of accidental overdoses in the county could exceed 250 by year end.

Mental Wellness Center’s Wellness Connection Council Member Sophie Suh is one of the transformational students participating in the Mental Wellness Center’s newest program, Wellness Connection. The Wellness Connection is a high school leadership program of the Mental Wellness Center that educates, empowers, and engages students to become mental health Upstanders. Council members work together to raise awareness and reduce stigma around mental health by promoting education, prevention, and advocacy in their communities through their work in Impact Teams.

Sophie was recently selected as a member of the Bullying Prevention Advisory Committee (BPAC) for the Mental Health Services Oversight and Accountability Commission.

Lumina Alliance Welcomes October as Domestic Violence Action Month

Lumina Alliance is renaming Domestic Violence Awareness Month to Domestic Violence Action Month. The goal is to encourage the community to be proactive in preventing violence through education and purposeful parenting.

1 in 3 women and 1 in 4 men will experience some form of violence by a partner. On average, nearly 20 people per minute are physically abused by an intimate partner in the United States. These startling numbers are beyond the capacity of most service providers, which is why Lumina Alliance is emphasizing the importance of prevention and community education to stop violence before it starts.

“We are calling on community members to be advocates for change and break the cycle of violence that is all too common,” said Lumina Alliance CEO Jennifer Adams. “Individual actions create a ripple effect that brings lasting change and promotes healthy relationships everywhere.”

After fifteen very long months, Friendship Center opened to on-site services August 2. During that time we focused on one thing: Continuing to serve our members, families and the community, even in the most challenging moments.

Now, as we settle in and apply our lessons learned, we’re focused on continuing to provide the most relevant on-site services to our membership.

For many organizations, the pandemic was a wake-up-call, challenging the way we do business and testing our ability to weather incredible uncertainty. Even though the pandemic is not totally behind us, one thing is certain: We could not have gotten through these stormy months without the support of our board of directors, staff, and our community. This stalwart support has helped us to safeguard our programs and ensure that—without a beat—Friendship Center would pivot, become stronger, and continue to flourish.

The Central Coast Climate Justice Network Announces Network Manager

As regions around the U.S. respond to the U.N. General Assembly’s focus this week on climate change and climate justice, the Central Coast Climate Justice Network (CCCJN) is proud to announce it has hired Michelle Sevilla as its first Network Manager.

CCCJN is a collaboration of organizations and community leaders committed to a climate movement that advances social, economic, racial, and environmental justice for Ventura and Santa Barbara Counties. Through forging a regional partnership between social justice, anti-racism, and environmental movements, the network expands the region’s collective power to advance restorative actions and systems change. Their work centers on communities who bear the greatest burden of climate change impacts.

The Community Environmental Council (CEC), the Central Coast Alliance United for A Sustainable Economy (CAUSE), and partnering social justice and environmental organizations launched the network in January 2018 amidst the backdrop of the Thomas Fire and Montecito Debris Flow. Relying on a collaboratively designed charter, the network maintains an intentionally horizontal leadership model that emphasizes leadership by Black, Indigenous, People of Color (BIPOC) and consensus-based decision making.

With SB8, Texas banned all abortions after six weeks of pregnancy, and the US Supreme Court chose not to intervene — effectively allowing Texas to sidestep the precedent of Roe v. Wade.Our community will not be silent. The Supreme Court will reconvene on October 4th, and two days before that thousands of women, men, and allies will be marching throughout California, including in Santa Barbara!

WHY. The US Supreme Court failed to defend our fundamental rights. They chose to be silent in Texas, but they cannot continue to turn a blind eye as more states ignore reproductive health care rights and follow suit.

The County of Santa Barbara Emergency Rental Assistance Program, administered through United Way of Santa Barbara County, is now accepting applications.

So many are still facing evictions and but aren’t aware that this assistance is available to them, so please help us spread the word!

The program is open to Santa Barbara County tenant-households with an annual income at or below 80 percent of the Area Median Income (AMI), who have experienced a loss of income due to or during the COVID-19 pandemic and experiencing a risk of homelessness or housing instability.

To apply, the income of a household (all individuals on lease agreement, related or unrelated) must be at or below 80% AMI (area median income).

Shipping companies receive awards for slowing to protect blue whales, blue skies

The Protecting Blue Whales and Blue Skies program recognized 16 global shipping companies for reducing speeds to 10 knots or less in the San Francisco Bay Area and the Southern California Region in 2020.

The voluntary program is an initiative to cut air pollution, protect endangered whales, and reduce underwater noise. The 2020 program ran from May 15, 2020 through November 15, 2020.

City National Bank in Partnership with United Way of Santa Barbara County Provides 100 Free Backpacks to Franklin Elementary School

100 students at Franklin Elementary School received backpacks filled with school supplies compliments of City National Bank in partnership with United Way of Santa Barbara County (UWSBC). These back-to-school backpacks were loaded with tools like markers, pencils, paper, and scissors to help ensure youth have the supplies necessary for a successful school year. City National Bank also provided Franklin Elementary School with a $1,000 Barnes & Noble gift card to fill their library with new books.

City National Bank has partnered with United Way of Santa Barbara County since 2014 to bring their Back to School Drive program to local students.

9th Annual Heroes of Hospice Virtual Event Raises $170k for Hospice of Santa Barbara

Throughout this difficult time of COVID-19, the demand for HSB’s services has been growing. The funds raised from Heroes of Hospice support the organization’s mission of providing care to anyone experiencing the impact of a serious illness or grieving the death of a loved one, free of charge.

Following the Centers for Disease Control and the California Department of Public Health endorsements, eligible County of Ventura residents can begin receiving their booster doses at any sites offering the Pfizer vaccine. The Pfizer-BioNTech COVID-19 booster vaccine is recommended six months or later following the primary vaccination series for certain individuals.

People previously vaccinated with Pfizer BioNTech whoSHOULD receive a booster include:

Age 65 years and older;
Long term care residents; and
Age 50 through 64 years with underlying medical conditions or at increased risk of social inequities (including communities of color and others at risk of inequities).

In response to the devastation of wildfires, the COVID-19 pandemic and other disasters, Mixteco/Indigenous Community Organizing Project (MICOP), the Central Coast Alliance United for a Sustainable Economy (CAUSE), and Future Leaders of America (FLA), with leadership support provided by the McCune Foundation, appointed and welcomed Maria Melo as Executive Director of 805UndocuFund, a collective effort by these trusted community grassroot organizations to ensure that undocumented individuals and families impacted by disaster have the support and resources necessary to recover from disasters in Ventura and Santa Barbara Counties. The Ventura County Community Foundation (VCCF) is providing fundraising and fund administrative support.

“Since its creation in 2018, the 805UndocuFund has not only distributed over $8.3M to 6,147 families but has also become a trusted and familiar source of support for the immigrant community when disaster hits,” said Genevieve Flores-Haro, Board Chair of 805 UndocuFund. “That is why we are thrilled to welcome Maria to move this work forward. Maria is a bilingual (English/Spanish) and bi-cultural Latina immigrant policy advocacy professional who is passionate about her community and has over 20 years of experience in the non-profit and government sectors in Southern California, Washington D.C. and Latin America.”

Lifeguard Certification Course Offered at Triunfo Family YMCA

The Southeast Ventura County YMCA is offering a Red Cross lifeguard certification course at its Yarrow Family YMCA branch Saturday and Sunday, September 25 and 26. The two-day program will be held in the Yarrow Y’s indoor pool (31105 Thousand Oaks Blvd., Westlake Village). Class hours are 9:00 a.m. to 7:00 p.m. Participants must be able to attend both days.

The lifeguard certification class will take place in and out of the pool to practice real-life scenarios. Class members will be trained in CPR/Automated External Defibrillator use and first aid. They will receive the skills to prevent, recognize and tend to injuries until EMS arrive.

Ventura County Public Health has extended the indoor mask order, requiring all individuals, regardless of vaccination status, to wear face coverings when indoors in public settings, with limited exceptions. The order will continue to be in effect until October 19, 2021 or until it is extended, rescinded, superseded, or amended by the Health Officer. “Our current case rate of 19.3 is still considered widespread community transmission by the Centers for Disease Control and Prevention and the California Department of Public Health,” said Public Health Officer Doctor Robert Levin. “We need to see a continued decrease in the case rate and hospitalizations before safely lifting indoor masking requirements to help prevent future surges.”

It’s Hispanic Heritage Month, and we proudly celebrate the many individuals and families we serve here at People’s with heritage stemming from all over Latin America. Throughout our communities, and within our own organization, we honor those whose Latinx histories and cultures, enrich our lives. An estimated 80% of our resident population and 60% of our People’s workforce is Latinx.

Across the United States, Latinos are a vital part of the national fabric that strengthens and binds us together. Accounting for nearly 80% of all new businesses created during the past decade, and as measured by contributions to our Gross Domestic Products (GDP), they annually contribute close to $3 trillion. According to latitude.net, “If US Latinos were a stand-alone country, they would account for the 8th largest GDP economy in the world – larger than the GDPs of Italy, Brazil or South Korea.”

Carolina Arias, an assistant professor of biology at UC Santa Barbara, has received the 2021-22 Harold J. Plous Award. One of the university’s most prestigious faculty honors, the award is given annually to an assistant professor from the humanities, social sciences or natural sciences who has shown exceptional achievement in research, teaching and service to the university.

The award is presented by the College of Letters and Science, and was established to honor the memory of Harold J. Plous, an assistant professor of economics. It is the highest honor the College of Letters and Science can bestow upon a junior faculty member.

“Carolina Arias is a prime example of a scholar who uses the tools of her research to help her community,” said Pierre Wiltzius, dean of mathematical, life and physical sciences at UC Santa Barbara. “Her development of rapid COVID-19 testing for our campus was an essential and invaluable part of our response to the pandemic. The County of Ventura Board of Supervisors has unanimously supported more than $70 million in Business Assistance Grants for small businesses throughout the County of Ventura since the summer of 2020. The Board received a report at Tuesday’s Board of Supervisors meeting of the latest status and the impact those funds are having on local businesses. More than 7,000 businesses are in the final review to receive $10,000 in grant funding.

“In the midst of such difficult times it’s been extraordinary to stand up for our community and small businesses and allocate funds to address multiple health, social and economic impacts. I am grateful that the County’s strong financial position allows us to support our local economy through supportive programs like Business Assistance,” said Chair of the Board of Supervisors Linda Parks. “This funding has helped many small businesses keep their doors open.”

CEC is hosting a ribbon cutting ceremony on Friday, September 17 at 11:00 a.m. at the Alameda Park hydration station, located near the Kids World playground.

City of Santa Barbara Mayor Cathy Murillo will speak, in addition to representatives from CEC and project partners El Gato Channel Foundation, and City of Santa Barbara Parks and Recreation Department. Gold Coast Health Plan (GCHP) and AmericasHealth Plan (AHP) announced their collaboration on a pilot program to serve Ventura County’s Medi-Cal beneficiaries.

The three-year program would give up to 10,000 of GCHP’s more than 200,000 members the option of choosing AHP, a subsidiary of Clinicas del Camino Real, Inc. (Clinicas), as the administrator of their health care benefits in the first year. As members of AHP, Medi-Cal beneficiaries will have access to Clinicas’ network of medical, dental, optical, preventive, specialty, ancillary, and institutional providers and will benefit from having their care coordinated by one entity. Members will maintain their access to GCHP’s providers for pharmacy, transportation, and mental health services, and to its 24-hour advice nurse line.

Oxnard Non-profit seek support to help children in Guatemala through online fundraiser on Sept. 13

The families in this community scratch out a living by scavenging at the landfill, and their children attend the local school. However, even though the school serves the most impoverished people of Guatemala, it receives little governmental support. It lacks basic infrastructure that brings dignity and safety for the kids. The board of directors of the Triunfo Water & Sanitation District voted to initiate Stage 1 water conservation measures for its nearly 14,000 Oak Park residential and business potable water users. The measures, which were originally established in 2018, go into effect immediately.

Stage 1 water conservation measures include:

Santa Barbara First District Supervisor Das Williams — Homeless Encampments Funding, Los Padres Closure, CWPP, & COVID-19 Update

(Aug. 31), our Board approved nearly $1.5 million in American Result Plan Act funding to implement an expanded Encampment Resolution Strategy to eliminate homeless encampments in the county. This is in addition to the work and $48 million in funding that has been invested in the 2020-2021 Fiscal Year. The outcomes of some of this work and funding over the last 6 months are detailed on the slide below. All of the Supervisors were in full agreement that encampments are not safe for those who live in them or the residents who live in the vicinity of them and we all expressed our eagerness to solve this problem. In order to move those who live in encampments out of those encampments, we need places for them to go. I have, personally, been working hard to determine locations, such as empty parking lots, where we can put temporary housing to move folks into a more safe and clean setting as we work on placing them in permanent housing. If you have a location we could put temporary housing and are interested in partnering with the County, please let me know.

Update on County of Ventura Santa Clara River Clean Up Effort

Supervisors LaVere and Ramirez, Districts 1 and 5, are the representatives for the area of the Task Force effort to address Santa Clara River bottom encampments. They, individually, and along with members of their staff, have accompanied the County Executive Officer, Sheriff, and County public health and other staff several times to see for themselves the encampments. They have observed the accumulation of trash and debris in the Santa Clara River bottom. They also recently went with the County’s Backpack Medicine team which offers help and services to the people living in the watershed. This is being done ahead of a major clean-up effort that is planned to take place in September. The County Executive team is leading the effort coordinating with the Sheriff’s office, Ventura and Oxnard Police, and Public Works Agency staff to make access easier and to clear pathways for the future clean-up event. More clearing of brush and vegetation, which pose a fire danger, will occur after the sites which are abandoned have been removed.

Several months ago, I was sitting in a doctor’s office waiting to be called in. Facial masks are required. After all, this is a medical building. Given our circumstances over this past year and a half, medical staff is intensely focused on maintaining an atmosphere in which patients can feel relatively safe.

I was reading a book as I waited. I didn’t notice that my mask had fallen below my nose. The receptionist kindly reminded me to lift the mask up so that it covered my face properly. I apologized and immediately took care of the problem.

In the case of the Port of Hueneme, their “blueprint project” known as SPARC (Sustainable Power Advancement & Resiliency for our Community) was created to chart a pathway to zero emission operations which is the Port’s overall long-term goal for air quality improvement and climate change adaptation. The plan will include an attainable timeline for the complete transition to a zero emission Port operation.

Triunfo Water & Sanitation District Encourages Water Customers To Use Automated Water System To Track Water Usage

he Triunfo Water & Sanitation District is encouraging its nearly 13,000 Oak Park potable water customers to use the automated water meters on their property to track and conserve water usage.

Automated water meters were first introduced in the district in 2015 with a system upgrade two years ago. A total of 4,600 meters are installed on all Oak Park residential and commercial properties receiving potable water from the district. The meters enable customers to monitor their water use in real-time and set alarms to warn of excessive consumption.

Santa Barbara First District Supervisor Das Williams — SB Gun Buyback, Gubernatorial Recall Election, & COVID Update

The Coalition Against Gun Violence, the City of Santa Barbara and the Santa Barbara Police Department will host the 6th Anonymous Gun Buyback at Earl Warren Showgrounds on Saturday, Aug. 21, 2021, from 8 a.m. to noon. Donors will receive a $100 Smart & Final Gift Card for each handgun or rifle and $200 gift cards for each assault weapon.

The event is designed to protect the identity of those turning in guns, even illegal guns, which are accepted under the supervision of Santa Barbara Police Department. Participants will be asked to place unloaded firearms in the trunk of their car and enter the queue. Police will contact drivers, remove the firearms and provide a chit under the windshield wiper to exchange for the appropriate value in gift cards. Guns are disposed of under the care of SBPD.

Mental Wellness Center Welcomes Alice Villarreal Redit to Board of Directors

The Mental Wellness Center (MWC) announces the addition of Alice Villarreal Redit to their Board of Directors.

Villarreal Redit has been employed with the Housing Authority of the City of Santa Barbara since 1997. She worked for 10 years in the Authority’s Housing Management Department before joining the Resident Services team in 2007. As Resident Programs Supervisor, she is responsible for overseeing the operations of the department and ensuring the coordination and delivery of supportive services to families, seniors, youth and disabled individuals. Villarreal Redit is passionate about affordable housing and social justice. She is a former Mental Health Commissioner and is deeply involved in community efforts to promote social equity.

Clinicas del Camino Real Inc. — Survey Demonstrates Patient Motivation To Receive The COVID-19 Vaccine

To better understand why patients elected to receive the COVID-19 vaccine, Clinicas del Camino Real, Inc. (CDCR) surveyed 429 patients in Ventura County who received a vaccine to understand their motivations better.

The survey results show that 37% of the patients reported that they received the COVID-19 vaccine as a precaution, 11.4% because a family member urged them to be vaccinated and 12.8% because of a doctor recommendation, 7% because of an employer recommendation and 6.5% because of a medical condition, 4.2% because of something they heard on the news and 0.9% because of travel. The remaining patients had other reasons.

VCCCD Board Approves Mandatory COVID-19 Vaccinations for Students and Employees

After thorough discussion and research, the Ventura County Community College District Board of Trustees unanimously approved the policy COVID-19 Vaccine Requirement for Employees and Students at its Aug. 10 meeting. The policy requires that everyone who accesses in-person, on-site campus/District programs or who participates in off-site District/college services in person will be required to be vaccinated against COVID-19. The goal is to protect the health and well-being of students, faculty, staff, administrators and the communities VCCCD serves, as well as maintain higher education access and attainment for the District’s approximately 31,000 students.

Effective Oct. 15, the mandate allows time for unvaccinated employees, students and the public to complete two-dose vaccines. The mandate recommends immediate implementation with the vaccines the Food and Drug Administration approved under Emergency Use Authorization, including those from Pfizer-BioNTech, Moderna and Janssen (Johnson & Johnson).

Due to the current surge, Ventura County Public Health (VCPH) is urging all Ventura County residents that are eligible but have not yet been fully vaccinated to get vaccinated as soon as possible. In alignment with state and federal health authorities, VCPH officials also continue to strongly recommend mask wearing indoors in public places regardless of vaccination status. While Ventura County continues to be aligned with the California Department of Public Health (CDPH) and the Center for Disease Control and Prevention (CDC) guidance on masking, which recommends that everyone regardless of vaccination status wear masks indoors, and that requires those that are not fully vaccinated to mask indoors, officials are closely monitoring the current surge in case additional mitigation measures are needed.

Third Annual Santa Barbara County Farm Day – Meet The Hands That Feed You

Get ready for the third annual Santa Barbara County Farm Day with free, in-person, open farm tours on Saturday, September 18. This year’s theme is “Meet The Hands That Feed You.” Visitors can use a new online Farm Day Trail Map to build a custom itinerary to travel between growers and curated tour routes throughout the Santa Maria Valley.

Farm Day is for all ages. The public will experience a day of agricultural activities, farm tours, tastings, and fruit and produce giveaways, plus hear from the local farmers, ranchers and growers who produce the food we eat. Visitors can learn about seed science, see the newest and most advanced farming technology including the Ferrari transplanting machine at Plantel Nursery, learn how compost is created and used on farms, and hear about the seed-to-table journey. Tour hours are from 10 a.m. to 3 p.m.

SBCC Board approves vaccination requirement

At a special Santa Barbara City College Board of Trustees meeting held on August 5, 2021, the Board passed Resolution No. 1 COVID-19 Immunization. The resolution requires that on Oct. 1, 2021, or upon issuance of final FDA approval for at least one COVID-19 vaccine – whichever comes earlier – all students and employees and members of the public must provide valid documentation of “full” COVID-19 vaccination (as defined by the U.S. Center for Disease Control) to SBCC as a condition of (a) entering an SBCC campus building, (b) attending an in-person SBCC class, or (c) using a service located off-campus for obtaining an approved exemption based on medical, disability, religious grounds, or a deferral based on pregnancy.

Poseidon, known as the ruler of the sea, is oftentimes depicted as carrying a three-pronged spear, known as a trident, for protection. It is fitting that the operational research program created to counter threats to port and maritime security and sustain the global operations of naval forces is named the Coastal Trident.

The program was established 15 years ago to support the Port of Hueneme and local response organizations in addressing the complex nature of threats to port and maritime security. Since then, Coastal Trident has grown in scope and influence and now regularly involves the participation of more than 150 federal, state, local government, academic, and private sector organizations.

Santa Barbara First District Supervisor Das Williams — Indoor Mask Mandate Effective Friday

Beginning Friday, August 6, Santa Barbara County Public Health is mandating the use of universal face coverings indoors, regardless of vaccination status due to a significant increase in cases due to the Delta variant. The current case rate for our county is 12.4 per 100,000 residents, which would put us in the Purple Tier if the tier structure was still active. The vast majority of cases are with unvaccinated people but we are seeing a slight increase in cases among vaccinated people as well (see chart below) and the Centers for Disease Control and Prevention (CDC) has confirmed in preliminary data that fully vaccinated people who do become infected with the Delta variant can be infectious and can spread the virus to others.

Lumina Alliance launches county-wide campaign supporting youth and pre-teen boys

After merging into one organization, Lumina Alliance (formerly known as RISE and Stand Strong) is launching its initial prevention project, ReDefineSLO: A social marketing campaign focused on improving the social, emotional, and physical well-being of children and pre-teen boys.

ReDefineSLO, which launches August 2nd, is an innovative approach to preventing sexual assault and intimate partner violence in San Luis Obispo County. The campaign aims to empower parents and caregivers with the tools to engage pre-teens in tough conversations about their social and emotional health, in order to end violence before it ever takes place.

There was nothing petty about what happened to former U.S. Senator Barbara Boxer yesterday—it was a violent robbery, and it was awful. This crime occurred in broad daylight in Oakland’s Jack London District, a popular tourist destination that also happens to be in the California Senate District of Senator Nancy Skinner. The same Nancy Skinner who proposed declaring such horrific crimes misdemeanor petty thefts under SB 82.

Yes, concrete. I like to highlight innovative programs in our district, and the Highway 101: Carpinteria to Santa Barbara project has a big one. The new concrete mix site (see photo) is going in by the southbound on-ramp at the North Padaro Lane. This enables concrete for the new freeway lanes to be mixed on-site and reduces truck routes by 6-16 miles per trip, saving an estimated 463,771 truck miles for the Carpinteria, Padaro, and Summerland segments. This also reduces water use by 400,000 gallons (concrete mixed on-site uses less water), reduces off-site neighborhood impacts, and saves taxpayers between $10-$15 million. Old concrete is also being recycled across the freeway (see left edge of photo). Crews are also installing a new concrete surface that is a quieter and has a longer lifespan. With wildfire season upon us, it is crucial to ensure Ventura County’s farmworkers are well informed and protected from the health impacts of wildfire smoke. The Air Pollution Control District (APCD) has partnered with the County of Ventura’s County Executive Office, the Ventura County Agricultural Commissioner’s Office, and the Central Coast Alliance United for a Sustainable Economy (CAUSE), a non-profit organization, to develop a first-of-its-kind text alert system that will alert farmworkers by region when wildfire smoke reaches dangerous levels.

“Over 40,000 farmworkers in Ventura County can now benefit from timely information to help protect themselves at their workplaces during wildfire events. Ventura County is committed to leading the way in protecting farmworkers and working towards a more resilient and healthy community,” said County Supervisor and Air Pollution Control District Board member Carmen Ramirez.

Hospice of Santa Barbara’s (HSB) virtual event Navigating Re-Entry Town Hall brought a range of community leaders on June 29th who came together to discuss the fears, anxiety, and questions we all have as we contemplate a return to society after the pandemic.

This was in direct response to questions everyone has been hearing in the community. The Town Hall presented many feelings of uncertainty, questions, and concern and, while our expert panel may not have had all the answers, the sense that “we are all in this together and feeling many of the same things” provides comfort to those feeling uneasy during this time.

Friendship Center Senior Day Care Program to Re-open Aug. 2

Friendship Center Senior Day Care Program will open at its Montecito facility for in-person programming Monday, August 2nd. As an intermediate step toward fully reopening, programs will be offered on a part-time basis, Monday to Thursday. Members will enroll in a morning group (9-12:30 p.m.) or afternoon group (1:30-5 p.m.), during which Friendship Center staff will lead safe, socially distanced, engaging activities designed to exercise the physical, emotional, cognitive and social aspects of the body and brain.

Friendship Center staff will prepare and serve a hearty snack, with fruit or vegetable and a protein. Water will be available to all members at all times.

I am thrilled to announce that the Camarillo Animal Shelter has completely opened to those wishing to walk around and adopt shelter animals! It feels great seeing so many people at our facility, looking for their next family member. Adoption hours are Tuesday – Sunday from 1:00pm – 6:00pm and we encourage everyone to preview our pets online and learn about our adoption process prior to your visit. We are equally happy to report that the Simi Valley Animal Shelter is open for the drop off of stray animals and for the reclaim of owned animals Tuesday – Sunday from 12:00pm – 5:00pm. Pet adoptions will soon return to this location.

It meant a lot to me to be able to have my oldest daughter, Ya’Ash, sit beside me on the dais today as we provided direction to staff on the development of our Utility-Scale Solar ordinance – meaning we are one step closer to legalizing utility-scale solar in our County. We must live our values and move away from our dependency on fossil fuels by creating clean energy locally. I fight so hard on turning the tide on climate change to ensure our children, including my daughters, have a habitable planet to live on. While I was in the legislature, I missed the final vote on SB 350 in 2015 (a bill that I carried on the Assembly side and, at the time, created the highest goal for clean energy in the country at 50%) due to Ya’Ash’s birth so having her by my side today was extra meaningful. I’m still fighting for clean energy and we’ve made incredible progress in the last six years and more progress is yet to come!

Ventura County Public Works Agency Watershed Protection (VCPWA-WP) is soliciting input from the community regarding the scope and content of the Santa Clara River Levee Improvements Upstream of Highway 101 (SCR-1) Project Environmental Impact Report (EIR).

The project would consist of improvements to the existing SCR-1 levee to meet Federal Emergency Management Agency (FEMA) levee certification criteria. The improvements would provide adequate flood protection to structures and roadways while increasing the level of protection to residents and businesses in the northern portion of the City of Oxnard that is located within the one percent annual chance flood zone.

So Far So Good. No New Water Restrictions For Triunfo Water & Sanitation District Water Customers

The Triunfo Water & Sanitation District, which provides drinking water to communities in the southeastern portion of Ventura County, currently has enough potable (drinking) water to avoid imposing new water restrictions on its 14,000 water customers for the foreseeable future, according to Raymond Tjulander, chair of the district’s board of directors.

There are a number of reasons why the district water supply is currently in good shape. “Our potable water customers are using much less water. If you look at usage in 2010 versus 2020, potable water demand is down 17 percent,” says Tjulander. “Ever since we began experiencing increasing drought conditions, businesses and homeowners throughout the district have taken water conservation seriously. Their efforts have paid off.”

The news media and the health establishment continually preach to us about the importance of eating a healthy diet (substantial portions of fresh, seasonal, raw fruits and vegetables, whole grains, and limited red meat intake). A healthy diet, in turn, enhances our lives, allowing us to be more active and productive.

This is all well and good for those who have access to foods that are rich in nutrients and low in fat and calories. But many of us living in this part of California amid agricultural abundance may take for granted the food that is available to us. We may not be fully aware of the “food deserts” [NOTE: not “food desserts”!] scattered throughout many of our neighborhoods. “Food deserts” condemn many of those living in impoverished communities to poor health, sinking them even further into poverty.

Simi Animal Re-Opens as Holding Facility Only on July 10

Ventura County Animal Services will be re-opening the Simi Valley Animal Shelter on Saturday, July 10th, 2021 as a holding facility only, for the reclaim and drop-off of lost/found dogs and cats. This is the next step in our phased reopening plan. Pet adoptions at this location will resume at a later date. Animals not reclaimed by their owners during their stray hold period will be transferred to the Camarillo Animal Shelter or further services and to be made available for adoption. The Simi Valley Animal Shelter will be open Tuesday – Sunday from 12:00pm – 5:00pm.

Our thoughts and sincere condolences to the family and friends of those that have passed away.

Two AMR Ventura County team members earn EMS Awards

Two American Medical Response (AMR) team members in the Ventura County region have been honored with EMS Awards from the California Emergency Medical Services Authority. At the virtual awards ceremony on July 1, 2021, Charles Drehsen, AMR’s medical director, was recognized with the Distinguished Service Medal, and Jeffrey Shultz, AMR’s administrative paramedic supervisor, received the Meritorious Service Medal.

The International Association of Firefighters (IAFF) requested Oxnard’s Fire Chief Alexander Hamilton to lead a team of peers from around the country to deploy to Surfside, Fla. They will provide peer and behavioral health support to the search and rescue teams who have been working around the clock since the devastating building collapse.

“It is an incredible honor to support the fire responders who are working 24/7 in response to this tragedy,” said Chief Hamilton. “Our goal is to ensure these dedicated professionals have the tools they need to process their experiences working on such a large-scale incident. We know how important behavioral health support is to our own personnel. Oxnard Fire Department benefited from the same mutual aid when we lost Capt. Scott Carroll, so on some level, this is an opportunity to pay that forward.”

The Santa Barbara County Public Health Department has been notified by the UC Santa Barbara Virology Laboratory of two additional COVID-19 cases resulting from the Delta variant. The Delta variant is labeled as a variant of concern by the Centers for Disease Control and Prevention and is known to have increased transmissibility. Two cases resulting from the Delta variant had previously been identified through variant surveillance in late April 2021. County health officials are conducting thorough investigations on both new cases at this time.

Gold Coast Health Plan (GCHP), Ventura County’s Medi-Cal plan, is celebrating 10 years of providing health care services to Medi-Cal beneficiaries.

On July 1, 2011, GCHP began operations as the sixth County Organized Health System in California, bringing managed care to about 100,000 Medi-Cal beneficiaries in Ventura County. In 10 years, GCHP’s membership more than doubled to about 220,000 members and as it grew, the amount of staff did as well, from about 25 to nearly 200.

The Ventura County Public Works Agency Water and Sanitation (VCPWA-WS) department and PowerFlex-an EDF Renewables Company are working to install a new Battery Energy Storage System (BESS) and associated smart microgrid infrastructure at the Moorpark Water Reclamation Facility (MWRF). The project will allow the plant to reduce energy costs and electricity rates during high peak use periods when electricity is most expensive.

The 750 kilowatt (kW) 3,000 kilowatt-hour (kWh) BESS and smart microgrid infrastructure improvements at the MWRF improves the plant’s redundancy and maximizes use of its local green power production during a power outage.

Safe Passage Youth Foundation Selected As 2021 Nonprofit Of The Year For Assembly District 44

Assemblymember Jacqui Irwin (D-Thousand Oaks) honors Safe Passage Youth Foundation as the 2021 California Nonprofit of the Year for Assembly District 44. Safe Passage is a partnership between the Thousand Oaks Police Department and Conejo Recreation and Park District, to mentor and provide safe and beneficial opportunities for at-risk children, five-days a week.

“For more than 7 years, Safe Passage has provided enriching opportunities for young children in our community to be exposed to many different experiences, which will hopefully lead them to living productive and fulfilling lives,” said Assemblymember Jacqui Irwin. “Tim Hagel and the organization’s many staff and volunteers have made an incredible difference in the lives of our local youth. Ridley-Tree Cancer Center has expanded its partnership with United Way of Santa Barbara County’s (UWSBC) Fun in the Sun (FITS) to implement a Healthy Living Program. This partnershipeducates and promotes healthy living and lifestyle in FITS participants grades 2nd through 12th.

FITS is a free six-week program that addresses summer learning loss and pandemic-related learning loss through hands-on, project-based lessons, utilizing the best services and ideas from 80+ local public and private organizations. Students engage in academic rotations focused on literacy and STEAM (Science, Technology, Engineering, Arts and Math) as well as participate in social, emotional and mental wellness activities.
