jointly authored by State Senators Hannah-Beth Jackson’s (D-Santa Barbara) and Henry Stern (D-Calabasas), to expand and improve the state’s emergency alert systems and ensure local governments reach their most vulnerable residents passed off the Senate floor yesterday with unanimous support. The bill now moves to the Assembly.
SB 794 would allow cities and universities to automatically enroll residents in their emergency alert systems, while allowing them to opt out of receiving the notifications. The bill expands upon Jackson’s Senate Bill 821, which was signed into law in 2018 to allow counties to automatically enroll residents in emergency notifications, while preserving their ability to opt out.

The 2019-2020 Ventura County Civil Grand Jury investigated cybersecurity strategies of the Cities in Ventura County to assess each City’s preparedness to defend against data breaches and ransomware and identify opportunities to implement improvements.
Cyberattacks on local governments increased across the nation during 2019. Half resulted in ransomware demands. As the reports of these attacks on cities unfolded, it became clear that better preparation could have assisted those cities to avoid major and costly data breaches.
This has been an especially difficult last couple of weeks as we continue to fight the COVID-19 pandemic while being forced to confront the reality of systemic racism with the murders of several Black lives over the last few months – George Floyd, Breonna Taylor, Ahmaud Arbery, and Tony McDade. This isn’t the first time there have been protests in the streets over the taking of Black lives and a lot of the anger and pain you see is because of the reality for Black Americans knowing this won’t be the last time they have to protest in the streets to get justice and make change – and knowing that the next time the protest might be for them. We must take this time where we are already being forced out of the norm and out of our routine to look within our collective soul as a country and address the pain and discomfort of racism that has existed since the founding of our country.

The Ventura County Pandemic Rental Assistance (VCPRA) program may provide temporary rental assistance for Ventura County residents with very low incomes who owe past-due rent because of a hardship due to COVID-19. The nation’s two top credit ratings firms – Moody’s and Standard & Poor’s – have awarded the County with their highest short-term rating and reaffirmed its triple A long-term credit rating – the highest possible rating. These ratings will enable the County to refinance and borrow funds at lower interest rates to fund critical needs, saving substantial taxpayer resources over time.
The high credit rating allowed for the County to refinance the Ventura County Medical Center Hospital Replacement Wing Bond on June 3 at a lower rate. This will save approximately $2 million annually in debt service payments resulting in $34 million net present value savings.

Yesterday, the Santa Barbara County Public Health Department provided an update to the Board of Supervisors on COVID-19. Despite the reopening of more businesses and people out and about at the beach and downtown, our indicators have remained well within the guidelines set by the State. In fact, we have seen a 27% reduction of active cases. However, we need more people to take advantage of our increased testing capability. Many of you emailed me about procuring a greater amount of testing and now we ask that you please use it! I know many of you were not utilizing our local testing sites because you wanted to make sure they were available for healthcare workers, and other essential workers, but now there seems to be testing capacity for everyone who is interested. It’s safe to say there has never been a senior year quite like this one. In March, the coronavirus crisis abruptly forced students from their schools and into a strange new world of distance learning. Then at the end of May, the death of George Floyd and resulting protests threw important and difficult issues of racism and equity into the spotlight in a way most students have never experienced.
This is the time of year when graduating seniors are usually celebrating with friends, attending proms and receiving their hard-earned diplomas in front of crowds of beaming family and friends. Instead, they are participating in car caravans, watching virtual graduations and contemplating an unsettled world where our economy, our social fabric, even our basic health and safety seem far from secure.
Against this backdrop, I am proud to introduce you to some remarkable Ventura County graduates who aren’t letting the difficulties of our current moment extinguish their spirit or stop them from pursuing their dreams. Among them are students who have personally felt the sting of social inequity and found the inner strength to rise above.

United Way of Santa Barbara County announced on June 1 that thanks to their generous supporters, the COVID-19 Joint Response Effort for Santa Barbara County, has secured more than $1.2 million to provide ongoing support for individuals and families in need through Individual Assistance Grants. To date, more than 800 households (representing 2,600 individuals) have received much-needed relief funds. Hundreds more households will receive support in the coming weeks. Paying rent and covering basic needs remain the top concerns for the thousands of residents who have lost employment. In addition, 94 local nonprofit organizations have received grants totaling more than $1.3 million to also help them meet immediate and near-term community needs.

The Ventura County Public Health Officer has issued visitation guidance for Long-Term Care Facilities (LTCF). For more than two months residents of the facilities have not been able to have visits from friends and family members to protect these seniors from COVID-19 infection. These residents have missed special visits with their loved ones and the following guidance will allow for facilities to maintain and enhance the quality of life for these residents.

A quest speaker from the Bill Gates Foundation Zoomed into the hearts and minds of about two-dozen Righetti High School History buffs this month.
Students from Mr. Curt Greeley’s Modern World History class participated in the foundation’s “Big History Project”. Afterward, the guest speaker, Bob Regan, donated a $50 gift certificate from Giovanni’s Pizza to each student.
Yesterday, in response to Governor Newsom’s announcement, the Santa Barbara County Public Health Department issued a revised Health Officer Order which provides updated guidance for places of worship and providers of religious services and cultural ceremonies, graduation ceremonies, hair salons, and barbershops.The Order states that:
Ventura County Public Health (VCPH) today released a revised protocol regarding vehicle celebrations for graduations and other special observances. The protocol has been modified to allow graduates to briefly exit their vehicles on a timed schedule to receive their diplomas. Diplomas may be distributed using a no-contact pick-up method, maintaining physical distancing of six feet or greater. The protocol allows school personnel to take photos of graduates outside of their vehicles. Family members will be permitted to take photos from inside their vehicles.
Residents who visit Ventura County Harbor Department-managed beaches and parks will have improved recreational opportunities and be able sit and lounge while practicing social distancing guidelines.
Harbor Department Director Mark Sandoval said the County is pleased to ease some of the soft closure restrictions –limiting beach and park access to physical activity – put in place in April 2020. The soft closure restrictions will be removed at Kiddie, Silver Strand, and Hollywood beaches and at the Harbor parks, including Peninsula and Harbor View.

As America battles COVID-19, low-income individuals, families, seniors and those with special needs – people considered our most vulnerable citizens – are bearing the brunt of the ensuing economic fallout. The trickle-down effect of unemployment, standing at more than 14.7 % or 36.5 million workers applying for unemployment benefits over the last two months, directly impacts tenants who can’t pay full rent and landlords, many of which have mortgages on their rental properties. This negative trend is hitting home right now in Santa Barbara and elsewhere.
The Governor announced today that hair salons and barbershops in most California counties can reopen as the state moves forward on the path to reopening. The County of Ventura was approved for a state variance last week allowing the County to move faster through California’s reopening phases. This allows for local hair salons and barbershops to reopen.

The Ventura County Office of Emergency Services, and the California Departments of Food and Agriculture, and Pesticide Regulations together have provided over 700,000 facemasks to help provide protection to farmworkers and other agricultural operations. The Agricultural Commissioner’s Office has been reaching out to growers, farm labor contractors, packer/shippers and pest control businesses to make arrangement to distribute masks from the Commissioner’s offices in Camarillo and Santa Paula.
As California lawmakers consider difficult cuts to address the $54 billion budget deficit resulting from the coronavirus, Senator Hannah-Beth Jackson (D-Santa Barbara)’s Senate Bill 956 to bring oversight and accountability to billions of dollars in certain corporate and other tax breaks passed the Senate Governance and Finance Committee today on a 4 to 2 vote.
Every case of COVID-19 is the result of someone having been exposed to the coronavirus. Here in California, as elsewhere, different people experience different exposures to the virus. Some individuals and families—those with work that can be done remotely, robust health insurance, and relatively easy access to a physician—have been able to reduce their coronavirus exposure by sheltering at home for the past eight weeks.

Two Santa Maria public high schools will celebrate academic excellence during separate drive-thru events today (Thursday, May 21).
Righetti High School’s senior awards are scheduled to be given out from 10 a.m. to noon in the bus-loading zone. About 190 students are involved, according to Daniel Solis, College and Career Specialist.
The partners in an initiative to cut air pollution and protect endangered whales announced results from the 2019 program and recognized the 15 shipping companies that participated, reducing speeds to 10 knots or less in the San Francisco Bay Area and the Santa Barbara Channel region. The voluntary incentive program ran May 15, 2019 through November 15, 2019. Partners hope to further recognize the companies at a ceremony at the Port of Hueneme later this year, depending on public health guidelines regarding the COVID-19 pandemic.

Ventura County has moved into Phase 2 of California’s reopening plan. Businesses that have been identified as eligible to reopen, must meet county and state health and safety compliance protocols.
At this time, we encourage all retail and restaurants that are interested in moving towards in store shopping and dine in service to read the safety protocols and compliance measures necessary to do so. Be prepared to reopen.
Santa Barbara City College has been selected to participate in a pilot project through a partnership with the California Department of Social Services, the Foundation for California Community Colleges and the California Community Colleges Chancellor’s Office to provide free immigration legal services. Through this partnership, The United Farm Workers (UFW) Foundation was selected to provide immigration legal services at SBCC starting May 2020. Over the course of the next year and a half the Community College Immigration Legal Services Project will provide free immigration legal services, including education and outreach services, to students, staff and faculty on California community college campuses statewide.
After an extensive search, the Somis Union School District Board of Trustees has selected Dr. Jesus Vaca as their new district Superintendent/Principal.
Dr. Vaca has 29 years of experience in education. He has served as a teacher, assistant principal, principal at the Elementary, Middle and High School levels, and as an administrator in multicultural and bilingual programs. Most recently, Dr. Vaca served as the Assistant Superintendent, Human Resources, for the Oxnard School District. As a leader, Dr. Vaca has focused on increasing academic performance, student engagement and attendance.
While Ventura County Public Works Agency’s (VCPWA) most exciting and educational event of the year, Public Works Day, is no longer able to conduct in-person tours, students and the community can look forward to an interactive virtual tour and activities right at their fingertips.

You will not be charged for the test, and you don’t need to have health insurance. You may be asked for insurance information if you have it. Despite a large increase in the amount of testing, COVID-19 infections continue to be modest. During Tuesday’s Board of Supervisors hearing, the Santa Barbara County Public Health Department Director presented the above graph, which indicates that new cases have continued to decline if you exclude the cases from the Lompoc Federal Correctional Institution. At the Board of Supervisors meeting this coming Tuesday, the Board will receive a presentation on the Reopening In Safe Environment (RISE) Guide, which builds off of the guidance from the Governor’s Resilience Roadmap but also provides local guidance and best practices for industry sectors as developed by an expert panel.
Dental health care personnel (DHCP) are in the “very high-risk category” for exposure to SARS- CoV-2, the virus that causes COVID-19. The CDC recommends postponing elective procedures, surgeries, and non-urgent dental visits during the COVID-19 pandemic. The California Department of Public Health (CDPH) put out guidance on May 7, 2020 for resuming selected dental services. This guidance relies on low community transmission rates and ample supplies of PPE at the county level.
State Sen. Hannah-Beth Jackson’s (D-Santa Barbara) issued the following statement today on Governor Gavin Newsom’s May Revise, his revised budget proposal:

The California Office of Emergency Services awarded the Coalition for Family Harmony a $150,000 grant to provide empirically-based domestic violence prevention support programming to couples from Latinx/Spanish-speaking populations in Ventura County.
The coronavirus pandemic has hit hard at Oxnard’s tourism industry, which, according to Visit California’s latest economic impact report, was thriving in 2019.
The “California Travel Impacts” report, prepared for Visit California by Dean Runyan Associates, shows visitor spending reached $1.8 billion, a $33.8 million boost from 2018, and supported 17,050 jobs in Ventura County. The County of Ventura announces that more businesses are permitted to reopen on the State’s Roadmap to reopening. Governor Newsom announced modifications to the State-wide stay-at-home order today. The State has added more businesses to Early Stage 2. The Governor announced that Counties, under the guidance of the Public Health Officer, can move forward in reopening office-based businesses, car washes, pet groomers, outdoor museums and other public spaces.
As California faces another wildfire season and potential public safety power shutoffs (PSPS) amid the COVID-19 pandemic, State Sen. Hannah-Beth Jackson’s (D-Santa Barbara)’s Senate Bill 1207 to require California nursing homes to have backup power for at least 96 hours during an emergency passed unanimously out of Senate Health Committee today on a 7 to 0 vote.

Santa Maria High School administrators, teachers and staff celebrated senior success when they distributed graduation caps and gowns on May 11.
The Santa Maria Joint Union High School District Board of Education on Tuesday night approved Steve Campbell as the principal of Santa Maria High School.
Superintendent Antonio Garcia made the announcement during the regular board meeting. Campbell has served as interim principal since April 2018 when former principal Joe Domingues retired.

The County of Ventura has reached an important milestone for our community, County and our local economy. The Public Health Officer announced today a new modified Stay Well VC Health Order to align with the State of California’s four-stage framework for reopening. The County will move forward with the State’s Stage 2 of reopening lower-risk businesses on May 8, 2020. This will allow retail businesses, such as clothing stores, bookstores, sporting goods stores and florists, for example, to reopen with curb side delivery, as well as the related manufacturing and supply chain businesses.
As California schools remain shut down to slow the spread of COVID-19, State Sen. Hannah-Beth Jackson’s (D-Santa Barbara), announced legislation on May 8 to expand job protected leave for working parents affected by school and childcare closures as a result of a declared federal, state, or local emergency.
Food Share of Ventura County is currently providing emergency food distribution pop-up pantries throughout the County to assist low-income families experiencing food insecurity.

Just as in person auto sales resume, the Port’s largest customers brace for an approximate 90% reduction in cargo over the next two months. Automobiles, the Port’s largest revenue generating commodity, will see reductions as manufacturers from Germany, United Kingdom, Sweden, South Korea, and Japan have been closed during most of April. In response to the COVID-19 crisis, auto manufactures in the United States and around the world have either halted production or switched to making ventilators to assist hospitals with demand.

Community transmission of COVID-19 continues to occur in Ventura County. Testing for COVID-19 has expanded to multiple locations throughout the County. Any Ventura County resident who meets the following criteria may schedule an appointment for testing by calling a State Location or County’s Ambulatory Urgent Care-sponsored testing site hotline.

On March 27th, Governor Newsom issued Executive Order N-37-20 implementing a statewide eviction moratorium on evictions through May 31st. EDC encourages renters who are unable to pay rent due to financial hardship and the impact of COVID-19, to inform their landlord by completing a Notice of Coronavirus-Related Inability to Pay Rent in order to preserve rights as a tenant. Oxnard School District (OSD) announced that a vacancy on the Oxnard School District Board of Trustees will be filled through a provisional appointment. The Trustee Area 2 seat is currently vacant and the District is seeking candidates to fill this position.
State and terrritorial governors have implemented pandemic protection measures in order to interrupt and slow down the passage of the coronavirus throughout each state’s population. Some of these measures are implemented at the individual level, such as wearing a facemask or maintaining social distance. The risk of transmission is much higher among crowds of people in close proximity, so another set of measures operates at the group level, trying to keep large groups from forming by keeping potential members dispersed.
“Romaine lettuce tainted with E. coli can be recalled or removed from grocery stores to prevent transmission,” said Paul Hsu, an epidemiologist at UCLA. “When someone is infected with coronavirus, we have to rearrange social contacts to interrupt that person-to-person transmission.” Crowds at sporting events, audiences at concerts, and students in classrooms have been dispersed by cancelling games, events, and classes.
State and local efforts to stem the tide of the COVID-19 pandemic have left many American coast dwellers without beach access and surfers landlocked.
CSU Channel Islands (CSUCI) Assistant Professor of Environmental Science & Resource Management Dan Reineman, Ph.D., is investigating the social ramifications of beach and ocean access restrictions across the state of California and the nation by launching a nationwide survey aimed at the surfing community.
Reineman is asking surfers across the nation to participate in a survey: www.coastography.org/SADsurvey and share it with their surfing friends.
Ventura County Animal Services has received approval from Dr. Levin, Ventura County Public Health Officer, to reinstate pet adoptions on a limited basis at the Camarillo Animal Shelter. This authorization applies only to pet adoptions — all other COVID-19 restrictions are still in effect. All adoptions will be conducted by appointment only and the shelter still remains closed to the public for casual visitation.
On Saturday, May 2nd at 10:00am, VCAS will activate their online scheduling system for Adoption Counseling appointments and will begin scheduling these sessions starting Sunday, May 3rd.

The County of Ventura is focused on the ability to monitor and protect our communities through testing, contact tracing, isolating and supporting those who are positive or exposed. These steps are critical on the path to reopening.
Good news, expanded testing begins next week, see below for details. Yesterday, Governor Gavin Newsom outlined the State’s plan to reopen the economy in four stages:
Stage 1: Improving testing and tracing, procuring personal protective equipment and ensuring hospital surge capacity.
Stage 2: Opening, with adaptations, school and child care facilities and lower-risk workplaces like retail stores, manufacturers and offices. Park and trail restrictions will also be loosened.
Stage 3: Opening higher-risk workplaces, like gyms, nail and hair salons, movie theaters, sports without live audiences and churches.
Stage 4: End of the stay-at-home order; reopen highest-risk workplaces, like concerts, convention centers and live-audience sports.
The California Department of Education on April 29 announced it is studying options for reopening school campuses after Governor Newsom suggested they could open as early as July or August. Many questions remain about the safety, fiscal and labor implications of reopening campuses before the traditional start of the next school year. For now, there has been no alteration to existing school calendars.
As California takes action to combat the coronavirus, in some cases through unprecedented partnerships between government and technology companies and with new and untested technologies, State Sen. Hannah-Beth Jackson’s (D-Santa Barbara), Chair of the California State Senate Judiciary Committee, urged Governor Newsom to do so without undermining Californians’ fundamental right to privacy.
Many of our older community members, particularly those living alone, are not receiving the support they need during the coronavirus pandemic. To address this gap, several nonprofits in Santa Barbara County have collaborated to identify isolated seniors and connect them to essential services or critical needs, such as food and supplies.

The Port of Hueneme kicked off the 50th Annual Earth Day with a digital celebration, reaffirming their commitment to environmental sustainability and sharing the results of its Green Marine Certification assessment.

At today’s Board of Supervisors hearing, the Board received updated information on the outbreak at the Federal Prison in Lompoc, graphical presentation of Santa Barbara County COVID-19 By the Numbers, and a look ahead regarding Economic Reopening Plan development. As you can see from the graph above, although there is variability day-to-day, we are seeing a downward trend in the increase in total cases per day. County of Ventura Public Health Officer, Doctor Robert Levin, has announced the extension and modification of the Stay Well At Home Order. The Order is in effect as of April 18 at 11:59 pm and shall be in effect until 11:59 pm on May 15, 2020.

There is a race throughout the nation to acquire point-of-care COVID-19 antibody tests.
