The Assessor’s Office is preparing to send out, by mail, approximately 250,000 assessed value notices to taxpayers in Ventura County early next week. The notices inform owners of their property’s taxable value as of January 1, 2022. About 200,000 notices will be postcards showing the 2% increase in value due to Proposition 13.
The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region.
Application Period Timeline: For the remainder of the 2022-2023, applications for the California Competes Tax Credit will be accepted during the following periods:
July 25, 2022 – August 15, 2022
January 3, 2023 – January 23, 2023
March 6, 2023 – March 20, 2023

California Congresswoman Julia Brownley, U.S. representative of California 26th District, recently visited the Ventura Port District to celebrate the federal appropriation of $5,516,000 for the maintenance dredging of Ventura Harbor. This is one of the Congresswoman’s ten Community Funded Projects which was included in the Fiscal Year 2022 Omnibus and was supported by Senators Dianne Feinstein and Alex Padilla. The Community Project Funding supplements the funding made available for the project in the President’s Budget and ensures that the entrance to Ventura Harbor will be well cared for through the next dredging cycle in early 2023. The check was presented to the Chair and Vice-Chair of the Ventura Board of Port Commissioners, Chris Stephens and Michael Blumenberg.

Women’s Economic Ventures (WEV) on June 29 hosted an Award Ceremony at the Oxnard Performing Arts Center to distribute $225,000 to entrepreneurial Hispanic and Indigenous Ventura County community members. Forty-five Emprendedores program participants, thirty-one women and 14 men, successfully completed WEV’s free, 6-week business training program and applied for grant funding; each received a $5,000 grant award for their small business needs. WEV’s Emprendedores Program, offered in partnership with Mixteco Indigenous Community Organizing Project (MICOP) is funded by the state of California’s Employment Training Panel’s (ETP), Social Entrepreneurs for Economic Development (SEED) initiative and is aimed at empowering marginalized community members who face barriers to employment such as low English proficiency. The program includes group training sessions on topics such as business marketing and finance individualized coaching, and funding tied to a business plan to support individuals in launching or growing their own businesses in Santa Barbara and Ventura counties.
County Assessor Dan Goodwin announced thecertification and delivery of Ventura County’s annual assessment roll on time to Auditor-Controller Jeff Burgh on Thursday, June 30. The Local Roll now contains a record $162.13 billion in assessed value.
While most properties received a modest increase of 2%, which is their maximum set by a 1978 ballot measure known as Prop 13, some properties will see a larger increase due to new sales or new construction.

The County of Ventura Board of Supervisors has unanimously approved a $2.7 billion balanced budget for the fiscal year 2022-23 at Monday’s budget hearing. The budget focuses on Board priorities, including expanding mental health services, ending homelessness, climate action, and pandemic recovery.
“The budget is the backbone of the County and what we do for the people of this County,” said Chair of the Board of Supervisors Carmen Ramirez. “Our strong financial position allowed us to sustain key services for our community while responding to the pandemic and expanding in needed areas like mental and public health, human services, services for people experiencing homelessness, equity and inclusion, and environmental sustainability.”
The California Labor Market Information Division (LMID) released its May 2022 report last Friday, Ventura County breaking for the second month in a row our lowest recorded unemployment rate going all the way back to 1990, down from 3.0% in April to 2.7% in May. While both April and May were record-setting, the May number is truly remarkable, the first time in at least 32 years that Ventura County has dropped below three percent. That noted, you may recall from our prior recent reports that we’ve become less interested in the unemployment rate as an indicator of our economic health, and more focused on the size of our total labor force and the total numbers of employed workers and industry jobs. On each of those fronts we at least moved very moderately in the right direction in May, but not enough to suggest that our local economy is anywhere near fully recovered.
The U.S. Department of Education awarded California Lutheran University more than $3.6 million to continue and expand its TRIO Traditional Upward Bound services for high school students in Oxnard, Hawthorne and Lawndale.
The five-year grants comprise the largest amount Cal Lutheran has ever received for its program, which for 42 years has been motivating and preparing low-income and potential first-generation college students to continue their education beyond high school.
A $2,138,500 grant will allow the university to serve 89 students a year from Oxnard’s public high schools, and a $1,488,000 award will fund its work with 60 students a year from Hawthorne and Leuzinger high schools in Los Angeles County.

Housing Trust Fund Ventura County (Housing Trust Fund VC) recently celebrated its 3rd Annual Compassion Campaign at beautiful Maravilla Gardens in Camarillo. Over 175 attendees gathered for a deeply moving interactive experience. Guests were immersed in an unforgettable evening highlighting the interconnectedness of people’s lives and how we are all impacted by the need for more affordable housing. Housing Trust Fund VC achieved a fundraising record high through generous donors, sponsors, and investors, once again highlighting that as a collective community we can work towards achieving housing equity for all in Ventura County.
Attendees received a special message from California Department of Housing and Community Development Director Gustavo Velasquez on the importance of housing policies and agendas, and how when we all work together progress can be made to tackle the affordable housing crisis in California.
The nation’s two top credit rating firms – Moody’s Investors Service and Standard & Poor’s, have awarded the County with their highest short term credit ratings. These ratings enable the County to borrow funds at lower interest rates to fund critical needs, saving substantial taxpayer resources over time.
“I am most appreciative for this recognition of the County’s ongoing pledge committing ourselves to prudent and conservative fiscal practices by way of policy and culture especially given the challenging years that we have most recently endured due to the pandemic,” said Interim County Executive Officer Dr. Sevet Johnson. “These ratings are a testament to the efforts of the Board of Supervisors as well as the managers and personnel who daily take on the task of ensuring our County is fiscally strong. The pandemic experience has been a challenge that affected everyone of us, in so many facets. We take this moment to acknowledge both its global, far reaching effects, as well as the very personal impact it has made on our lives.
It’s easy to get overwhelmed by all of the obstacles that loom ahead of a home purchase and too often we count ourselves out of the possibility of becoming homeowners one day. Yet in 2016, the Torres Family decided that they were going to try. It wasn’t an easy start. Mayra Torres, mom of three, had to resort to gathering coins from their money jar to afford a babysitter while they attended their first Homebuyer Workshop with VCCDC. They started from the very beginning; learning how to budget and starting the slow process of building up their credit score. Last month, after diligently working for almost 6 years (and many many homeownership coaching sessions later), the Torres Family moved out of the garage they had been living in for 17 years and closed on their very own home purchase.
“A week before we closed our purchase, we went to see the house [for our final inspection] and I remember I went to the yard which has fruit trees and I picked up a lemon and I brought the lemon home. When I cut the lemon, it was so emotional because this was a lemon that is mine, I don’t have to buy it at the store. It is so amazing to have a place that you can say is yours.” – Mayra

Tamara Skov, a former health care executive and non-profit manager has joined local estate management firm Quinn Fiduciary Services as an associate fiduciary.
Skov, a California Licensed Professional Fiduciary, has worked extensively in non-profit management and charitable gift planning, balancing the mission of the non-profit with the needs and interests of donors.
For the past four years, the Southeast Ventura County YMCA has been offering its “Find My Genius” enrichment summer program to kids not reading at grade level. It is now conducting a five-week after-school Find My Genius pilot program at five Conejo Valley schools with the goal to expand the free program year-round.
Two hundred Title One, English language learners and foster youth at Acacia, Ladera, Madrona, Maple and Walnut elementary schools began the program on May 2. Young scholars in first through fifth grades spend three hours every school day participating in a curriculum focusing on enrichment activities, physical fitness and social and emotional learning. The children also receive homework support.
“It’s been our dream to offer Find My Genius during the school year,” says Megan Glynn, YMCA’s Chief Development Officer. “This is the first step. Imagine if children had access to assistance for a full year in a fun, nurturing environment? The main roadblock was funding.”

Did you know that any employer with at least five California-based employees, at least one of whom is age eighteen, that doesn’t already offer a workplace retirement savings vehicle will be required by state law to do so by June 30, 2022?
Businesses can either begin offering retirement savings through the private market or through CalSavers!
The CalSavers program ensures nearly all Californians have access to a workplace retirement savings program by offering employees a completely voluntary, low cost, portable retirement savings vehicle with professionally managed investments and oversight from a public, transparent board of directors, chaired by the California State Treasurer.
The Ventura College Foundation presented scholarships to 240 students for the 2022-2023 academic year during its 33rd Annual Scholarship Awards ceremony, May 13, at the Ventura College Athletic Center. There were 446 scholarships awarded, including nine new scholarships, totaling $756,908. Last year’s distribution amount was $652,758.
Scholarships ranged from an average of over $2,400 for continuing students to an average of $4,200 for students who are transferring to four-year universities in the Fall. Many students received multiple scholarships.
When the Jack Kent Cooke Foundation announced the recipients for its highly competitive Cooke Undergraduate Transfer Scholarship on May 12, 2022, one Santa Barbara City College student appeared on the list: Cameron Black. Cameron, who majored in both psychology and communications, was also an SBCC Associated Student Government (ASG) officer committed to nurturing equity and inclusion within the SBCC community.
“Today, almost half of all college students begin their academic career at a community college,” said Seppy Basili, executive director of the Jack Kent Cooke Foundation. “We know our community colleges are full of high-achieving students, and we’re committed to playing our part to ensure those students succeed. Congratulations to a cohort of students who have persisted in the midst of such unprecedented disruptions in our lives.”
The Rotary Club of Montecito Foundation has donated $10,500 each to two humanitarian relief organizations that are offering direct medical and shelter supplies and support to the people of Ukraine during this time of war and crisis. ShelterBoxUSA and Direct Relief not only respond to times of great need around the entire world, but the groups have also provided comfort and help to the greater Santa Barbara County.
ShelterBox, founded in 2000, has given shelter and other essentials like blankets, cooking sets, and mosquito nets to more than two million people around the world. It has responded to over 300 disasters across 100 countries. Learn more about the organization at www.shelterboxusa.org.
United Way of Santa Barbara County’s (UWSBC) Volunteer Income Tax Assistance Program (VITA) helped local residents receive over $2,678,237 back in refunds this year.
From February 2nd to April 18th, a team of 40 volunteers worked under United Way management at four locations throughout the County, providing free tax filing services to families and individuals making $67,000 or less annually. Locations included: United Way of Santa Barbara County, Immigrant Hope, the Eastside Library, and the Goleta Valley Community Center.
