OXNARD — The Oxnard School District is committed to ensuring the social-emotional well-being of every student that attends our schools. Over past five years, OSD has been committed to implementing a robust Positive Behavior Interventions and Supports (PBIS) program so that staff and students are equipped to address the many challenges they face in a safe, nurturing and rigorous learning environment.

Five schools in the Oxnard School District have received state recognition from PBIS for adopting a proactive approach to establishing the behavioral supports and social culture needed for all students in the school to achieve social, emotional and academic success.

Rose Avenue School and Norman Brekke School received Platinum Level Recognition and Ramona School, Driffill School, and RJ Frank Middle School received the Silver Level Recognition. There are four levels of PBIS recognition: Bronze, Silver, Gold, and Platinum. Schools need to reach seven areas of recognition criteria to apply for the awards. The level of recognition schools receive is contingent upon the level of achievement in those areas.

PBIS and CHAMPS (Conversation, Help, Activity, Movement, Participation, Success) are used to create positive school environments with proactive strategies for defining, teaching, and supporting appropriate student behaviors.

“The hard-working teams at Rose, Brekke, Ramona, Driffill, and Frank schools have been working diligently regarding the implementation of PBIS at their school sites,” said Karling Aguilera-Fort, Superintendent of the Oxnard School District. “The three schools at the Silver Level are continuing to pursue the next level of recognition during this current school year while the two schools at the Platinum Level are committed to maintaining their top-tiered status.”

The California PBIS Coalition will recognize all five schools during their annual awards conference held in Sacramento on October 29, 2019.

OXNARD — Elm Street School in the Oxnard School District was only one of two schools in California to receive the 2019 Seal of Excellence Award from the California Association for Bilingual Education (CABE). This award honors exemplary bilingual education programs throughout the state and schools in particular that have established effective programs for their English Learners.

“At Elm, we realize that the school belongs to the community and its charge is to include, educate, and serve the community at large,” said Leticia Ramos, principal of Elm Street School.

“This is a tremendous accomplishment for Elm. It is representation of success. The Seal of Excellence affirms acknowledgment of Elm faculty and students for the arduous, dedicated, and transformational work in the teaching and learning as evidenced by our student outcomes. This success is a collective effort of all stakeholders. The Elm Street School community has much to be proud of and much to celebrate. Elm is word and deed, and we will continue delivering,” said Ramos.

The award was presented to Elm Street School at the CABE Conference held on March 22, 2019 in Long Beach, Calif.

“I am extremely overjoyed to congratulate Dr. Leticia Ramos and the Elm School staff for their hard work and perseverance in making their dual language program top notch in the state of California,” said Dr. Marlene Batista, Director of English Learner Services for the Oxnard School District. “As I stated last year, Juan Soria School would be the first of many schools to receive this prestigious award from CABE and Elm Street School has proved me right. Our work will not stop until every dual language school in the Oxnard School District is recognized with this award!”

The CABE 2019 Seal of Excellence Award is one of the highest awards the organization has to recognize schools for their vision of biliteracy, their commitment towards educational excellence for all students, and their focus on providing students with the skills they will need to be successful in the 21st Century.

“Congratulations on receiving the CABE 2019 Seal of Excellence Award,” said Jan Gustafson-Corea, CEO of CABE, regarding the honor. “CABE is proud and motivated by the work you do each day to provide your students and school community with the highest caliber of education along with a strong vision for biliteracy.”

In order for a school to receive the CABE Seal of Excellence Award, certain rigorous criteria must be met by providing the following:

Substantial evidence of the bilingual language proficiency (English and other language) and academic achievement for students in the program

A description of the comprehensive and enriched instructional program that includes English Language Development, primary language instruction, and specially designed academic instruction in English and how it provides continuous and coherent services for all grade levels

A description of the professional development plan for certificated staff and how staff use effective, research-based instructional strategies

A description, with examples, of how the comprehensive curriculum for English Learners is aligned to the standards at all grade levels

An effective school-home-community collaboration that empowers parents to become active participants in their children’s education

Modern support facilities include a multipurpose building with a commercial kitchen, serving/presentation space designed to accommodate presentations and performances as well as the serving of meals and sporting events. The administration building includes a library/media center with interactive break-out spaces, as well as maker’s rooms for additional learning opportunities, a dedicated parent multi-use room, lobby and offices / workrooms.

Demolition of the original school is underway to make way for the site’s future play fields which are anticipated to be completed by June 2019.

Financing for the new school is made possible through the District’s Master Construct and Implementation Program that includes local voter support

“Our ability to replace this aging school with completely new facilities supports our efforts to provide 21stcentury educational space to Elm students and staff,” said Superintendent Dr. Cesar Morales. “On behalf of our students, teachers, and staff, I would like to thank the Oxnard community for continuing to support our local schools.”

Elm Elementary is the third school in the Oxnard School District to undergo reconstruction joining Harrington School that opened in 2016 and Lemonwood School that completed construction of its new two-story classroom building and gym/multipurpose room in 2018. Lemonwood School will open its new kindergarten and administration buildings later this year.

The Oxnard School District currently educates approximately 16,133 students in transitional kindergarten through eighth grades at its 21 schools. For more information, visit www.oxnardsd.org.

OXNARD — Dr. Cesar Morales, Superintendent of the Oxnard School District, is one of three school superintendents honored with the Summer Matters Superhero Award for his efforts to support and expand summer learning programs for youth in his district.

The Association of California State Administrators (ACSA) awarded the recognition during the Superintendent’s Symposium held at the Monterey Convention Center in Monterey, Calif. on January 25, 2018.

“I am very proud to receive this recognition,” Morales said. “This represents so much teamwork with our Educational Services Department leaders and continuous support of our school board to provide the highest quality summer programs for our students.”

The Summer Matters Superhero Award was established in 2013 by the Summer Matters campaign that advocates for access to high quality summer learning opportunities for students in California. The award highlights efforts by superintendents to provide quality programs that help children living in low-resource communities avoid the devastating effects of summer learning loss. Awardees are nominated by summer learning stakeholders from throughout the state, and selected by Summer Matters.

Morales set aside nearly $1 million to operate a five-week summer learning program to serve students in need. Furthermore, he hired a dedicated coordinator whose job is to develop expanded learning opportunities for youth. Morales also secured a summer feeding program that operated at several Writing and Science Camp locations.

“Summer is a time for kids to learn new things, expand their horizons, and discover new talents, skills, and relationships. It’s a time for learning to be fun,” said Jennifer Peck, Co-chair of the Summer Matters campaign and President and CEO of the Partnership for Children and Youth, a nonprofit that works to ensure all children have the learning, health, and social supports they need to succeed in school and life. “School district leaders have the power to make this possible for kids, and we must recognize those who step up to make sure every child has a great summer and bright future,” added Peck.

OXNARD — Oxnard School District (OSD) added a final stamp of approval at last Wednesday’s Board meeting to another way of supporting its English learners – a summer writing camp. The summer program is in partnership with Young Writers Camp, a nonprofit program of the South Coast Writing Project (SCWriP) at UCSB, that has been providing high quality summer writing instruction to Central Coast students for over 25 years, and has often operated camps in Oxnard during that time.

There are two groups in OSD sponsoring this summer’s programs. The first sponsor is the district’s English Learner Services department. The program they are backing is called the Young Writers Academy, and will provide 100% scholarships for up to 250 English Learners entering grades 3-8 at target schools in Oxnard School District. The elementary portion of the program (for students entering 3-5) is targeting Sierra Linda, Ritchen, Curren, Marshall, Rose and Brekke, while the junior high portion (for students entering grades 6-8), is focused on the three middles schools in the district.

The Young Writers Academy will take place at R.J. Frank Academy of Marine Science & Engineering and run Monday-Friday from June 20-July 1, with grades 3-5 attending from 8:30-11:45 p.m. and grades 6-8 attending from 12:30-4:00 p.m. Meals will also be provided for attendees while at camp (breakfast and lunch grades 3-5, lunch grades 6-8). Many of the Academy teachers, in addition to being SCWriP fellows, are teachers in OSD.

Special emphasis will be placed on English Language Development, with an eye on providing the extra support needed to help ELs increase writing skills. Writing skills are known to be the biggest hurdle for students to move into being fully fluent in English, and down the road affect both high school graduation rates and college acceptance rates. This summer’s Young Writers Academy will also emphasize English Language Development, including a pre and post assessment to measure the improvement in students’ proficiency and attitude toward writing.

Assistant Superintendent Robin Freeman stated, “Oxnard School District is excited about the opportunity for our English Learners to expand their writing skills. These skills are critical to mastering English and the Common Core Standards.”

The second sponsor is Ramona Elementary School, which is running a program for 22 of its own students entering grades 4 and 5 that will also run Monday-Friday June 20-July 1 from 9:00 a.m.- 12:30 p.m. Ramona principal Mary Arias Elisondo is a SCWriP fellow, as is the Teacher on Special Assignment (TOSA) at the school, Leah Panthier, who will coordinate the camp.

The half day camps will include daily journal writing, field trips to inspire writing, guest lectures from published authors, and structured writing workshops. Students engage in a broad spectrum of fiction and nonfiction that may include a variety of genres, from poetry to narrative, expository to memoir, and more. On the final day of camp, families are welcomed for a potluck celebration where writers read their published work from a camp anthology.

Nicole Wald, Young Writers Camp Director, is excited about the opportunity to partner with OSD in such a large endeavor, and about the learning potential. “Our aim is to give students an experience with writing that leads them to a deeper understanding of the writing process and what it means to be a part of a writing community. We want them to walk away not only with an improved skill set, but a more positive view on writing.”

Now in its 27th year, Young Writers camp has traditionally been offered to incoming 3-9 graders with the aim of providing students access to the best and most inspiring writing instruction available. In 2016, the camp’s open enrollment sessions across four locations from Thousand Oaks to Buellton anticipate serving nearly 300 students, in addition to the 270 in Oxnard.

The camps are loosely modeled on practices the teachers have engaged in themselves. Every group of 20-25 students is co-taught by two teachers who have participated in the intensive month-long South Coast Writing Project Summer Institute at UCSB, deepening their understanding of the art of teaching writing while also honing their own composing skills.

Amada Irma Perez, an acclaimed local bilingual author and educator, will be teaching and presenting at the camps, and typifies the high caliber of instruction students will receive. After 25 years in the classroom, she penned her first book, My Very Own Room/Mi Propio Cuartito, during the 1998 SCWriP Summer Institute. Since then, she has taught or presented to over 30 sessions of YWC camps, and published several more children’s books, celebrating the Latino culture and sharing her experiences growing up as an immigrant. Every student in the Young Writers Academy will receive a copy of one of her books as part of the program.

“The magic of camp is most apparent at the end, when kids who were barely writing a paragraph at the start are turning out multiple pages,” commented Perez. “The kids begin to view themselves as writers, and walk away more confident in their writing skills and ability.”

Application materials can be picked up in Oxnard elementary and junior high offices, and are due June 15. The due date coincides with a Parent Orientation night taking place Wednesday, June 15 from 6:30-7:30 p.m. at the R.J. Frank gymnasium, where Mixteco translators will be on hand to help answer parent questions.

About Young Writers Camp: Young Writers Camp, a program of the South Coast Writing Project (SCWriP) at UCSB, began in 1990 as a way to inspire a love of writing in youth and provide SCWriP fellows extended professional development opportunities in the summer. The camp has served thousands of children across the Central Coast, from Thousand Oaks to Santa Maria, providing a nurturing environment for students to grow their writing confidence and skills.
