Bilingual report: Oxnard officially launches Spanish broadcast of city council meetings

OXNARD — In an effort to reach Spanish speaking residents, provide easier access to information about city government, and create an inclusive decision making process for all residents of Oxnard, the City of Oxnard will officially begin broadcasting city council meetings in Spanish beginning at 7 p.m. Tuesday, Nov. 27, the city reported in a media release.

The live broadcast in Spanish will be available to cable TV viewers on the government access channel, Oxnard Citywatch Television, available only on Time Warner channel 10 and Verizon FiOS channel 35.

By activating the Secondary Audio Program (SAP) on their television sets, viewers tuning in to Oxnard Citywatch Television with the SAP function on, will be able to listen to the Spanish interpreter and watch the City Council meeting.

Not all TV sets are alike, so it is recommended that viewers check their instruction manuals or contact their cable provider for assistance. On many television sets, the audio channel can be switched by remote control or through an SAP switch located around the tuning panel or “on screen programming.” Usually, there is a setting labeled SAP, AUDIO SELECT, B-AUDIO, MTS, or MENU. By changing this setting, viewers should be able to select SAP and listen to the meeting in Spanish.

In addition, viewers watching the city council meetings at home will also have an opportunity to text or call, anonymously, in order for the city to measure viewership. A message will appear on screen, in English and Spanish, inviting viewers to text or call-in if they are watching the meeting.

For those attending city council meetings in person, Spanish interpretation services will also be accessible on site. Headsets will be available for members of the public interested in listening to the Spanish interpretation. Interpreters will be on hand to translate into English for those speakers who wish to address the City Council in Spanish.

City council meetings are cablecast live Tuesday evenings at 7 p.m. and replayed every morning, Monday through Sunday, at 10 a.m., with additional replays on the weekends starting at 10 p.m. Original programming related to city departments, events, and services, are produced and aired on Oxnard Citywatch Television.

Oxnard lanza la difusión de las Juntas del Concejo en Español

OXNARD – En un esfuerzo por lograr acercamiento con los residentes de habla hispana, facilitar el acceso a información respecto al Gobierno de la Ciudad y crear un proceso de inclusión en el desarrollo de decisiones para los residentes de Oxnard, la Ciudad de Oxnard oficialmente comenzará a televisar las juntas del Concejo de la Ciudad en español a partir del martes, 27 de noviembre de 2012 a las 7:00 PM.

La difusión en vivo y en español se podrá ver por cable en el canal de acceso gubernamental, Oxnard Citywatch Television, disponible únicamente por el canal 10 de Time Warner y el canal 35 de FiOS de Verizon.

Al activar la función de Programa de Audio Secundario (SAP por sus siglas en inglés) en su televisor, los televidentes sintonizados a Oxnard Citywatch Television con la función SAP prendida, podrán escuchar la voz del intérprete en español, mientras ven la junta del Concejo de la Ciudad.

No todos los televisores son iguales, por lo cual se recomienda que los televidentes se refieran a las instrucciones en los manuales de su televisor o contacten a su proveedor de cable para que los asista. En muchos televisores, el canal de audio puede cambiarse por control remoto o por medio del “switch” del sintonizador o a través de la programación en pantalla. Por lo general existe un ajuste llamado SAP, AUDIO SELECT, B-AUDIO, MTS o MENÚ. Al cambiar este ajuste, el televidente debería poder elegir SAP y escuchar la junta en español.

Adicionalmente, los televidentes que estén viendo la junta del Concejo en casa, también tendrán la oportunidad de enviar un texto o llamar, anónimamente, para que la Ciudad pueda medir la audiencia televisiva. Un mensaje aparecerá en la pantalla, en inglés y español, invitando a la teleaudiencia a enviar un texto o llamar si están viendo la junta.

Para aquellos que asistan en persona a la junta del Concejo, habrá acceso a servicios de interpretación. Audífonos estarán disponibles para los miembros del público presentes que deseen escuchar la junta en español. Además, para aquellos que deseen dirigirse al Concejo en español, los intérpretes estarán a mano para traducir sus comentarios al inglés.

Las juntas del Concejo de la Ciudad se transmiten por cable en vivo los martes a las 7 PM, por el canal 10 de Time Warner y el canal 35 de FiOS de Verizon. La retransmisión de las juntas se lleva a cabo todas las mañanas de lunes a domingos a partir de las 10 am con transmisiones adicionales los fines de semana a las 10 PM. Oxnard Citywatch Television produce y transmite programación original relacionada con los departamentos, eventos y servicios de la Ciudad de Oxnard en servicio a la ciudadanía de Oxnard.
